Pride in our Place - A Community Strategy for Basingstoke and Deane

1. Introduction

1.1 Hampshire County Council is a key partner on the Basingstoke and Deane Local Strategic Partnership which has prepared `Pride in our Place-A Community Strategy for Basingstoke and Deane (see Appendix B) Hampshire County Council approval is necessary for the strategy to be implemented.

2. Background

2.1 The local Government Act 2000 (LGA 2000) imposed a statutory duty on principal local authorities to produce Community Strategies with the aim of improving the social economic and environmental well-being of the area. These strategies must be prepared by a range of partners who agree to work together in a Local Strategic Partnership (LSP). The LSP for Basingstoke and Deane is known as the `Basingstoke and Deane Local Strategic Partnership' and is administered by the Borough Council. Hampshire County Council is represented by the Executive Member for Community Development and Regeneration who supports approval of the strategy.

2.2 There is an understanding that Community Strategy documents are submitted to the PRC for consideration, however on this occasion the Community Strategy will be circulated to the PRC Members for comments, due to time constraints and the timings of the PRC.

3. Pride in our Place - A Community Strategy for Basingstoke and Deane

3.1 The document sets out areas of activity which have been highlighted as being important to the community through various methods of research and significant consultation events with the wider community of Basingstoke and Deane

3.1.2 The strategy sets out the aims, objectives and targets that the partnership are working to under the following areas:

    A safer community

    A healthy community

    A learning and creative borough

    An economically prosperous Borough

    An environment that is good to live in

    An inclusive Borough with strong communities

3.1.3 Hampshire County Council as a key partner has had input to the development of the Strategy through involvement of officers and Members. Following the launch of the main document further work will be carried out by the LSP partners to develop an action plan.

3.1.4 Hampshire County Council has allocated £10,000 to the LSP to support the development of the Community Strategy through the appointment of a LSP Manager directly responsible to the LSP.

Recommendation

1. That `Pride in our Place - A Community Strategy for Basingstoke and Deane' be recommended to the Executive Member for Policy and Resources for approval, subject to the comments from the Policy Review Committee.
