1. DECLARATION OF INTERESTS

All Members who believe they have a personal or a prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the Police Authority's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.

3. MINUTES (Copy herewith)

To receive the Minutes of the meeting of the Panel held on 30 May, 2003 and to confirm as a correct record.

4. OUTTURN REPORT FOR 2002/03 (Report herewith)

To consider a report of the Chief Constable and Treasurer setting out the position on the revenue and capital accounts for the last financial year and compare actual expenditure with the adjusted revised budget. The accounts are subject to audit by the Audit Commission and the formal statement of accounts will be presented to the Panel at its meeting in September.

5. TREASURY MANAGEMENT (Report herewith)

To consider a report of the Treasurer on the annual report on the exercise of the Treasury Function.

6. ANNUAL INTERNAL AUDIT OPINION 2002/03 (Report herewith)

To consider a report of the Treasurer outlining the level of assurance provided based on the internal audit work completed during the year. The key findings from all internal audit reports issued during 2002/03 have been reported to member of the Financial Affairs Panel throughout the year together with a response by the Director of Finance.

7. POLICE AUTHORITY'S BUDGET - OUTTURN REPORT FOR 2002/03

To consider a report of the Treasurer on the financial performance of the budget for servicing the Police Authority for the year 31 March, 2003. Final figures will be included in the formal statement of account which will be submitted to the Panel at its meeting in September.

8. SINGLE TENDER AND EXCEPTIONS REPORT APRIL TO JUNE, 2003

To consider a report of the Chief Constable informing the Panel of contracts awarded compliant with Standing Orders on Contracts 2.8 single tender applications and exceptions awarded for the period 1 April to 30 June, 2003.

9. ANNUAL PROCUREMENT REPORT (Report herewith)

To consider a report of the Chief Constable on the first annual statement covering outturn on the financial year 2002/03 and schedule work for 2003/04 on the procurement function.

10. EXCLUSION OF THE PRESS AND PUBLIC

RECOMMENDATION:

That, by virtue of Paragraphs 9 and 11 of Part I of Schedule 12A of the Local Government Act 1972 the press and public be excluded from this part of the meeting.

11. REPLACEMENT OF CRIME AND INTELLIGENCE SYSTEMS
(PROJECT OBERON) - UPDATE REPORT


To consider a confidential report of the Chief Constable providing members with an update in relation to activities and impact on the project that have arisen since the Panel's last meeting on 30 May, 2003.
