1. Site and Proposals

1.1 The site, as shown on the attached plan, is within Pegham Industrial Estate. Unit D has planning permission for B2 General Industry, associated office use and workshop. Unit E has planning permission for parking and storage.

1.2 The site adjoins a SINC (ancient woodland), and Bridleway 26 (Laveys Lane) is near to the site. The distance from the site to the nearest house is about 150m. The former Funtley Landfill site is located immediately to the north of the site.

    Application 1

1.3 The first application proposes to construct a building measuring 38 metres by 40 metres and 10 metres high to ridge (6 metres to eaves) together with a portacabin and weighbridge. The building is to be used for waste recycling, sorting and transfer. The waste would be brought to the site in `Hippo' bags, and comprise the same type of waste as skip waste, ie DIY and renovation wastes, garden waste, waste from residential and commercial properties.

1.4 The site is expected to handle an average of 250 tonnes of waste per day, with a maximum of 500 tonnes per day. This would generate an average of 75 lorry movements per day on average, with a maximum of 150 lorry movements per day. The hours of working would be the same as existing permissions, 0730 to 1800 hours Monday to Saturday.

    Application 2

1.5 The second application proposes the temporary storage of waste in the workshop building and in vehicles parked outside the building at Unit D. The purpose is to enable the relocation of the applicants' `Hippo Bag' business from their site at Old Tin Barn, Owslebury prior to the full development of the site as proposed in Application 1).

2. Development Plan

2.1 Hampshire, Portsmouth and Southampton Minerals and Waste Local Plan (adopted December 1998) Policy 46 concerns proposals for waste recycling and waste transfer.

3. Consultations

4. Representations

4.1 Mark Oaten MP has raised objection to the application on the grounds of impact on local roads. Two Winchester City Councillors have also raised objection on grounds of the impact of the lorry traffic on local roads and local residents.

4.2 16 letters of objection have been received from local residents on the grounds of the unsuitability of Fontley Road to take lorry traffic, danger to pedestrians (there is no footpath), horse riders and other road users, and additional fumes and pollution for local residents.

5. Issues

5.1 The site is within an industrial estate, and already has planning permission for industrial uses granted by Winchester City Council. Therefore, in principle, the site is appropriate for use as a waste recycling and transfer facility.

5.2 Therefore the issues are any potential impacts arising from the proposals beyond those associated with the existing consents, particularly in terms of traffic, visual impact, noise and impact on SINC. The main issue identified by the representations is the impact of the lorry traffic on Fontley Road, and the suitability or otherwise of Fontley Road to accommodate the traffic.

Policy 46

The Waste Planning Authorities will normally permit the use of land and the erection of plant and buildings for the recycling, transfer, storage and other treatment or handling of waste (excluding waste processing facilities covered by Policy 45) provided that:

(i) the proposed site is located near to the likely source(s) of waste and/or the market(s) for the recycled or recovered materials; and

(ii) the proposed site is located close to and has adequate access to the Hampshire Lorry Route Network (as shown on the proposals map), so that the development would not be likely to cause unacceptable traffic impact (including the environmental impact of traffic) on the local highway network; and

(iii) the proposed site is located:

    (a) within an existing industrial site or on land which is permitted or allocated for industrial development; or

    (b) within an area of land in the countryside that has already been disturbed by permanent development (a brownfield site); or

    (c) at a waste disposal landfill or landraising site provided that the proposed development is connected with the waste disposal operation and is for a temporary period commensurate with the operational life of the waste disposal facility; and

(iv) the proposed site is located and the proposal includes adequate measures to ensure that no unacceptable impact would be likely to be caused to the occupants or users of houses, other residential buildings, schools, hospitals and other environmentally sensitive buildings and land uses by reason of noise, dust, fumes, smell or other cause; and

(v) the proposed site is located so as to avoid unacceptable impact on landscape, nature conservation and archaeological interests; and

(vi) the proposed site is located and the proposal includes adequate measures to ensure that there would be no significant risk of pollution or danger to public health or safety; and

(vii) the proposed site is located and, if necessary, the proposal includes landscaping measures to ensure that the development would not cause unacceptable visual intrusion.
