      Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

The shortfall currently estimated at £23,000 between the cost of the scheme and the financial provision will be addressed following receipt of tenders by identifying appropriate savings.

There are no landlord works associated with this scheme.

Value of Land already acquired for this Project

      The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the grounds of the establishment. These developments will not prejudice any investigations under the Land and Property Review.

        It is anticipated that the additional increase in fuel cost for the school will be in the order of £2,138 or £3.70 per m².

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          A review of primary education provision has been undertaken in the southwest area of Basingstoke. This identified a significant excess capacity in the area served by Beechdown Primary School which did not justify rebuilding the School, following a fire. It has therefore been proposed that children from Beechdown be relocated to other schools within the area, including Manor Fields. The existing accommodation would be insufficient to cater for the additional places and therefore extra accommodation is required. On completion of the project the pre-school playgroup will provide 40 places, the Infant School will provide 240 places and the Junior School 300 places.

      3. DETAILS OF SITE

          LOCATION

          Manor Fields Infant and Junior Schools are located on a shared site off Haydn Road, Brighton Hill, Basingstoke.

          ADJOINING LAND AND BUILDINGS

          The Schools occupy a shared site, which is irregular in shape. The site is surrounded by housing development, with allotments to the northwest. The playgroup is situated within the Infant School and this scheme will include a dedicated entrance for the playgroup.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The combined site area of both Schools is 8 acres (3.2 hectares). The DfES guideline for a school of this size is between 5.62-6.42 acres (2.275-2.6 hectares).

          PLANNING POSITION

          A planning application for the scheme was submitted in May 2003.

          SUITABILITY FOR PROJECT

          Playgroup

          Because of the current location of the playgroup and the difficulty of gaining access other than via the main entrance to the school site, it is proposed to retain the group within the same area, however it is not possible to extend with new build in this location. The Infant School hall is well undersized in comparison with current standards, but is ideally suited to provide the accommodation required to extend the playgroup. With the addition of a small extension to form a new entrance to the playgroup, and the provision of a further area of secure play space, the existing school will provide all the required accommodation for the larger playgroup numbers.

          Infant School

          It is proposed to extend the Infant School to provide three new classrooms and associated facilities for the additional children, and also a new hall and servery to replace the accommodation given over to the playgroup. Internal alterations will be carried out to provide specialist teaching accommodation and improved staff facilities.

          Junior School

          It is proposed to extend the Junior School to provide two new classrooms, a resource area, music/drama room and special needs accommodation for the additional children. An enhanced library and dedicated IT suite will also be provided. Minor internal alterations will be carried out to improve staff facilities.

          RESULTS OF TRIAL BORE HOLES

          Ground conditions generally comprised topsoil overlying White Chalk (CIRIA Grade B3/4) to the full depth of the investigation. Made ground was encountered in TP1 to a depth of 1.4mbgl. Generally the ground conditions are suitable for conventional foundations. The made ground is likely to require excavation and replacement with suitable granular material.

          ACCESS

          Vehicular and pedestrian access to the campus is from Haydn Road to the northwest corner of the site.

          For the duration of the contract, a temporary works access will be formed off Brighton Way, to the southwest of the schools.

          A temporary main entrance to the Junior School will be formed through the existing Medical Inspection room to enable the extension and remodelling to take place.

          COMMENTS ON SITE LAYOUT

          The school buildings are clustered to the northwest of the site with playing fields to the southeast.

          MAINS SERVICES POSITION

          A new gas supply and electrical mains upgrade are required to service the Schools.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

          LANDSCAPE PROPOSALS

          The overall site is well landscaped with well-designed screening and planting. Several trees near existing buildings will be removed as a result of the proposed extensions and it is intended that further planting will be carried out to replace the lost trees, with possible re-siting of some existing, smaller species.

          Associated hard paved areas and shrub planting will be included around new building areas.

      4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

          The playgroup currently occupies the old kitchen area. The existing undersized school hall will be utilised to increase playgroup space and a small extension will be built to provide dedicated playgroup access and staff wc's.

          It is proposed to extend the Infant School to provide three new classrooms, located in two areas joining on to the southwest and southeast elevations. The school is on two different levels and the floor level in the hall will be at a height between the two. Ramps will be constructed to provide level access throughout.

          The Junior School will be extended to the northwest of the existing building, to provide two new classrooms, resource area, music/drama room and special needs accommodation. An enhanced library and dedicated IT suite will also be provided. Minor alterations will improve staff facilities.

          PLACES PROVIDED

          On completion of the project, the Playgroup will provide 40 pre-school places, the Infant School will provide 240 places and the Junior School 300 places.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          Infant School

          The original school building was erected in 1977 of traditional load bearing brick construction.

          Junior School

          The original school building is of Scola Mark2 construction.

          All buildings are considered to be in good condition for their age and type

          TEMPORARY BUILDINGS

          Junior School - one temporary classroom will be provided for the duration of the contract to facilitate the remodelling and extension works.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          Infant School

          The new buildings are located in two areas joining on to the southwest and southeast elevations. Possible locations for new buildings were restricted by the layout of the original school and existing site features.

          Junior School

          Because of the slope of the site from southeast to northwest and the proximity of Brighton Way to the southwest, it is only possible to extend the school to the northwest. This will require banking up of the ground beyond the extension to ensure a safe environment.

          TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          Infant School

          The original school consists of a series of pitched roof pavilions linked by flat roofs and the proposed extensions are designed in sympathy with this. The external appearance of the new buildings will be in materials to match the existing, with hipped interlocking tile roofs.

          Junior School

          The original school is a flat roof system-built building. The external appearance of the new buildings, whilst in sympathy with the original design, will have low pitched metal roofs to enable high-level windows to be provided to the rear of new classrooms. Bricks and other finishes will match the existing.

          FACILITIES FOR THE DISABLED

          The extensions and alterations to the buildings have been designed to include ramped accesses for disabled use. Provision has been made for accessible wc's in all areas.

          HEATING AND VENTILATION SYSTEMS

          Infant School

          There are currently five boilers in the Infant School, four of which will be replaced by one new boiler to service the school. A new plant room will be formed off the new hall. Underfloor heating will be provided to all new areas, whilst the existing rooms will continue to be heated by radiators. The playgroup will retain a separate heating system. Natural ventilation will be provided throughout the buildings.

          Junior School

          A new gas fired boiler will be installed providing a combination of underfloor heating and radiator installation.

          SPRINKLER SYSTEM

          These are not stand-alone buildings on a green field site and, in addition, an assessment concludes them to be a very low fire risk category buildings and therefore a sprinkler system will not be installed.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals have been approved by the Headteachers and Governors of the Schools as meeting the accommodation requirements of the Schools.

          CAR PARKING

          Parking on site is for staff only and a total of a further four spaces are proposed for the additional Infant School and playgroup staff. No additional parking is required for the Junior School.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Officer, Chief Fire Officer, Access Officer, local County Councillor.

      5. THE BUILDING DEVELOPMENT

          The proposed development at the Infant and Junior Schools will provide the necessary extra teaching space and associated areas to accommodate the extra places required by the review of primary education provision in the southwest area of Basingstoke.
