Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment. This development will not prejudice any investigations under the Land and Property Review.

(a) Energy Costs
It is anticipated that the additional increase in fuel cost for the school will be in the order of £330 per year or £4.10 per m².
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The School has a capacity of 450 places, including 120 provided in two double temporary classroom units in very poor condition. Owing to a drop in the number on roll, only two out of the four classrooms in temporary accommodation will be replaced which will bring the capacity of the school down to 390 places. Funding for the replacement of one of the units has been allocated through the NDS modernisation funding.
The school has also provided funding for a third space which will be used to provide support for the numeracy and literacy strategies and peripatetic music.3. DETAILS OF SITE
LOCATION
Shakespeare Junior School is situated in a residential area of Eastleigh and is accessed directly from St Catherine's Road.
ADJOINING LAND AND BUILDINGS
The school site is surrounded by residential development and a public footpath is situated along the southeast boundary of the school.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 8.02 acres (3.24 hectares). The DfES guideline for a school of this size is 5.44-6 acres (2.2-2.43 hectares).
PLANNING POSITION
Planning permission was granted on 23 May 2003.
SUITABILITY FOR PROJECT
The proposed extension will provide permanent classroom accommodation and facilitate the removal of two temporary classrooms from site.
RESULTS OF TRIAL BORE HOLES
The soil test results have been received and data included in the design of the foundations and structure of the building.
ACCESS
Pedestrian and vehicular access is from St Catherine's Road and there are no access revisions associated with this scheme.
The Contractor will use the main site access. In the interests of safety, the planning conditions contain a restriction on the times when the Contractor can use the entrance.
COMMENTS ON SITE LAYOUT
The proposed extension is situated to the south of the existing building, adjacent to the temporary classrooms. The main entrance is to the north of the site with the car park situated to the northwest. The school site is surrounded by residential development and a public footpath is situated along the southeast boundary of the school. The school has a landscaped garden area to the north of the proposed extension. Special care will be taken during the construction phase to minimise and make good any damage caused to this area.
MAINS SERVICES POSITION
When the temporary classrooms are removed following completion of the new extension, the loading on the existing mains services will not change.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
The hard play surfaces and grassed areas will be made good following completion of the extension. The coated macadam hard play area is to be extended to compensate for the area lost to the new extension.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
The total floor area of the proposed extension is 200m². The proposed extension will provide the following accommodation:
Two classrooms
One space for numeracy and literacy strategies
One PE store
Link corridor
PLACES PROVIDED
60 replacement places
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The existing school buildings comprise two single-storey, flat roof, SCOLA blocks with an atrium, built at a later date, linking them together. The main building was erected in 1976, later additions being made in 1985.
TEMPORARY BUILDINGS
Two temporary classroom blocks are located to the south of the existing buildings and will be removed upon completion of the proposed scheme.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The proposed extension will encroach on the hard play area to the northeast and it is therefore proposed to extend the play area to compensate for this loss.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The proposed extension will be single storey with brickwork to match existing, with a grey profiled metal sheet pitched roof. The pitched roof will allow the introduction of natural light into the north of the classrooms. The new windows will be double-glazed, in a style to match the existing windows.
FACILITIES FOR THE DISABLED
Disabled access to the building will be provided via flush thresholds and ramps. The link to the existing school will also be level.
HEATING AND VENTILATION SYSTEMS
Heating
The three-classroom extension is to be heated by a gas fired combination boiler which will be located in a new store area. The boiler supplies heat to panel radiators which are located generally under windows and on internal walls. The system is automatically controlled by a time switch and a room thermostat.
Ventilation
Mechanical ventilation is to be provided to the existing girls' toilets, this will comprise an extract fan located above the false ceiling within the ceiling void. The fan will operate continuously during school hours.
SPRINKLER SYSTEM
This is not a stand-alone building on a green field site. A risk assessment has been carried out and it is not deemed necessary or appropriate to include sprinklers in the design of this extension.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been approved by the Headteacher and Governors of the School as meeting the accommodation requirements of the School.
CAR PARKING
The car parking spaces will not be altered as a result of this scheme.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the School, County Education Officer, County Planning Officer, Chief Fire Officer, Access Officer, local County Councillor. 5. THE BUILDING DEVELOPMENT
This scheme will provide permanent classroom accommodation and facilitate the removal of two temporary classrooms from site.
