1. Introduction
1.1 This report presents details of applications received for project and two for one partnership funding from groups planning to organise arts projects for Hampshire residents.
1.2 A wide range of project proposals have been received for 2003/04. Publicity has sought to attract applications involving the priority artforms namely visual arts, crafts, literature and lens based media. The full list of applications received is attached in Appendix 2 supported by the budgets provided by each applicant with details of funding from other bodies where relevant. In each case the local member has been consulted and no specific issues have been raised.
1.3 The County Council continues to run the Two For One Award Scheme, a very successful initiative that fosters a positive relationship between business and the arts as well as making the grant funding stretch further. The scheme works by matching new sponsorships valued between £200 and £500 and provides a useful incentive to arts organisations to find more sponsors. This also encourages more local businesses to sponsor the arts in Hampshire. Applications for this scheme are detailed in Appendix 3.
2. Legal Implications
2.1 The County Council is able to utilise broad powers under the Local Government Act 1972 to provide financial support for the arts. In particular, Section 145 of the Act enables the Council to contribute towards the expenses of doing anything necessary or expedient for any of a number of purposes, including the provision of entertainment of any nature, or the provision of a theatre, concert hall, dance hall or other premises suitable for entertainment. The powers include the ability to contribute towards the expenses of maintaining a band or orchestra, and towards the development and improvement of the knowledge, understanding and practice of the arts.

3.1 The base budget of £67,000 for 2003/04 is allocated as follows:

3.2 A financial summary is shown in Appendix 1. Prior to this meeting an overall sum of £8,250 is available for distribution.
4. Project Partnership Funding
4.1 The applications for the support of arts projects are listed in Appendix 2 and include specific requests for £9,300. Funding recommendations totalling £4,800 are proposed as set out in Appendix 2. The papers in the Appendix show details of all applications and they are prefixed with the letter A. Local Members have been consulted on these applications. The project's contribution to the County Council's Corporate Strategy has been highlighted in the details of Appendix 2.
5 Two For One Award Scheme
5.1 Applications totalling £2,500 have been received and the details of these are shown in Appendix 3. These awards can be made retrospectively for arts events where an organisation has attracted first time sponsorship from a company. It is recommended that full matching amounts be made to the applications due to the great success of this scheme in attracting other revenue funding for the arts.

Purpose For Which Assistance Is Sought
Children's Concerts annually stage concerts in Petersfield, Winchester, Portsmouth
and Southampton for children aged five to eleven years. This application is for the
concerts taking place in Petersfield and Winchester. The concerts include short
orchestral pieces, a narrative piece and a song for audience participation written
specifically for the concerts and given to schools to learn before the event. The
concerts are performed by Southern Pro Musica, a full symphony orchestra of local
professional musicians with their conductor John Willcocks and are publicised
through local schools. The concerts will take place in Petersfield on 28 January 2004
and in Winchester on 29 January 2004.

Jyoti Music Circuit will present a short series of classical Asian music concerts at
The Point Dance and Arts Centre in Eastleigh on 27 September and 30 November
2003. The organisation aims to introduce Asian music to a wider audience in the
Eastleigh area and hope the concerts will complement the adult education classes
they have been holding on behalf of Barton Peveril College and the work they are
beginning to do with local schools.

Kenneth Davies Learning Through Landscapes Winchester
Purpose For Which Assistance Is Sought
Hampshire Schools Traditional Dance Festival will involve around 50 schools and
2,000 children in learning and performing traditional dance and music from
Hampshire. Working with the Folk Association of South Hampshire, Learning
Through Landscapes will employ Hampshire based musicians and dance groups to
train children in their local dance and music traditions during Autumn 2003 and
Spring 2004. They will perform alongside them at celebrations held with their local
communities in their school grounds in June 2004. Learning Through Landscapes is
an organisation that exists to promote the benefits of school grounds for the
development of children and the enjoyment of the wider community, to provide
support and advice on the improved use, design and management of these spaces.

Purpose For Which Assistance Is Sought
Choreographer Sacha Lee will be working with a group of twelve people over the
age of 50 from the Winchester area to draw on their memories of childhood and
changing generational attitudes. Assisted by another choreographer, a visual artist
and a sound artist Sacha aims to work with this group to create a piece using dance,
visual art and sound to position these memories within the historical space of
Winchester's Great Hall, linking the personal memories of the individual with
Winchester's historical past. The performance will take place in November 2003 in
The Great Hall

experience for the group involved and the locally based audience. The
organisation is receiving support in kind through the provision of free
venue hire from King Alfred's College, The Point Dance and Arts Centre,

advised to apply to Winchester City Council for funding.

Purpose For Which Assistance Is Sought
Basingstoke Film Festival 2003 aims to offer young people in the Basingstoke area
the opportunity to get involved in writing, directing, filming and acting in their own
films. The festival will provide the opportunity for 12 to 25 year olds to submit their
films to a panel of television and film professionals in the Young Movie Makers
Competition, with the best entries shown at an award ceremony on 26 July 2003 at
Central Studio, Basingstoke. The festival continues with Day Release Productions,
an opportunity for 14 to 21 year olds to learn production and acting techniques,
camera operation, lighting and sound recording techniques. Running from 14 to 19
August and based at Central Studio the young people will use broadcast-quality
digital cameras and other professional equipment to make a film in a week.

The View is a visual arts and crafts project intended to provide the opportunity for
the Trinity drop in centre's clients, community arts groups, students, graduates and
early career artists to produce and display their work in an adapted former shop
window on Bridge Street in Winchester. The space will be managed by a project
worker who will facilitate local groups to produce and display work in this informal,
accessible space and will offer advice on presentation and promotion. Exhibitions
will run for one month from August 2003 with the whole project lasting for one year.

Art in The Garden 2003 is the fourth in a collaboration between The Sir Harold Hiller

scale garden art and craft. The exhibition will run from 7 June to 31 August 2003 at
The Sir Harold Hiller Gardens and Arboretum and will include workshops, exhibition
tours, artist talks and an artist residency.

Purpose For Which Assistance Is Sought
The Corporate Friends of Beatrice Royal scheme encourages corporate networking
and allows staff from local organisations to become associate friends of the Beatrice
Royal. The Beatrice Royal is now the largest selling gallery in the South of
England. The artists and makers shown have been selected nationally and vary from
the well established to recent art college graduates. Paintings, prints and sculptures
are in a variety of media and styles, and the crafts represented include furniture,
textiles, ceramics, jewellery, glass, wood and metal. It opened in 1994 with the aim of
making contemporary art and craft more accessible and easier to buy.
