1. Summary
1.1 The following decisions are sought:
(i) That the County Council offers to part-fund Community Safety Initiative bids, which have been received from parish, district, town and borough councils, on the priority basis set out in the attached appendix.
(ii) That the schemes for Chilworth Road, Chilworth (£5,000), Midhurst Road, Liphook (£4,500); Jacklyns Lane footpath, Alresford (£3,950) and Botley Drive, Havant (£3,163) be approved in excess of the normal £2,500 limit.
2. Reason
2.1 Hampshire County Council annually invites all district and parish councils to participate in this shared initiative. Schemes are funded on the basis of a 50/50 split up to a maximum contribution of £2,500 from the County Council. The total cost of each scheme will normally be limited to a maximum of £5,000 to enable a reasonable spread across the county.
2.2 It is proposed to allocate the available funding to secure a reasonable spread of provision across the county, having regard to priority assessments. Schemes submitted should meet some or all of the following criteria:
(i) provision in response to a strong local need;
(ii) provision in response to a known or accepted night-time crime issue. Recommendations arising from consultations with the Police will be given favourable consideration, as will local Neighbourhood Watch requests; and
(iii) provision of a demonstrable highway safety benefit.
2.3 Funding in excess of the £2,500 limit is sought for the following schemes:
(i) Chilworth Road, Chilworth £5,000
The County Council has helped to jointly fund this scheme over the last four years. Completion of this phase will conclude works on the site.
(ii) Midhurst Road, Liphook £4,500
Whilst the remainder of Midhurst Road, Liphook has been relit as part of the Sainsburys development, this last stretch of residential access road remains poorly lit. The additional funding would mean works could be completed within a single financial year. The scheme has the backing of local police.
(iii) Jacklyns Lane Footpath, Alresford £3,950
This footpath was the site of a serious sexual assault within the past 24 months and is viewed locally as an extremely unpleasant area. It is felt the benefits of this scheme in reducing the fear of crime outweigh the minor cost implications.
(iv) Botley Drive, Havant £3,163
This scheme forms part of a Borough Council crime reduction initiative for the local shops and pub and is required to provide adequate illumination for nearby CCTV cameras. The scale of the scheme is necessary to light the full area of CCTV coverage.
3. Other Options Considered and Rejected
3.1 No other options were considered appropriate for the delivery of the scheme objectives or to the principles of the programme.
