1. Summary

1.1 The following decisions are sought:

    (i) That approval be given for the Chief Executive to conclude an appropriate legal Agreement with Bewley Homes plc in relation to the implementation, at no cost to the County Council, of the approved highway works at an estimated cost of £150,000, and the making of a financial contribution of £331,000 towards the implementation of the Basingstoke Environmental Strategy for Transport.

    (ii) That, subject to the completion of this Agreement, Basingstoke and Deane Borough Council be informed that there is no objection to the residential and commercial development at land at, surrounding and opposite The Hollies, Greywell Road, Mapledurwell, Basingstoke.

2. Reason

2.1 To ensure proper access to serve the development, that the associated works are completed to an adoptable standard and to secure an appropriate level of financial contribution towards the implementation of the Basingstoke Environmental Strategy for Transport.

3. Other Options Considered and Rejected

3.1 The County Council could opt not to enter into a legal Agreement. This option has been rejected as it would deny the Council the benefits of the off site transport contribution. A higher or lower level of transport contribution could have been considered, however the terms outlined in the report have been negotiated and agreed with both the County Council and the developer.

7. Introduction

7.1 The site totals some 6.13 hectares and is located on land at Greywell Road, Mapledurwell near The Hatch, Old Basing (see attached location plan). It lies south-east of the A30, with the Lyde River on the north-west boundary. Greywell Road bounds the site on its north-east side whilst the M3 motorway adjoins to the south.

7.2 A Reserved Matters application has been submitted by Bewley Homes plc to Basingstoke and Deane Borough Council which is the subject of this report. The site is currently occupied by The Hollies, a two storey property surrounded by numerous wooded outbuildings and sheds. The application involves the demolition of The Hollies and the development of 65 dwellings and 11,633 square metres of commercial floorspace.

7.3 The residential part of the development will be made up of five three-bed houses, four one-bed flats and 56 two-bed flats. The commercial part of the development will be made up of 11,074 square metres of industrial/warehousing floorspace and 559 square metres of office space.

7.4 The Borough Council supports this form of development in this location, and has therefore resolved to grant approval subject to the conclusion of appropriate legal Agreements.

7.5 The local Member, Councillor Mrs McNair Scott, has raised no objection in principle to the proposals.

8. Transport Proposals

8.1 The site currently gains access from Greywell Road. As part of the application it is proposed that Greywell Road be realigned and part of Greywell Road be the subject of a Traffic Regulation Order to remove vehicular rights in favour of it becoming a pedestrian and cycle route only. Greywell Road will be stopped up beyond the Hatch Public House car park and a turning facility will be provided.

8.2 It will also be necessary for an existing unmade public footpath that traverses the site to be diverted through the development. Public access by foot between Greywell Road and the M3 footbridge would therefore be maintained. Footways alongside the access roads are to be provided within the scheme layout with an additional footpath link provided to the north across the River Lyde to the A30 which is the main public transport corridor.

8.3 The proposed car parking provision for the residential site is 95 spaces which is in accordance with Planning Policy Guidance (PPG) Note 3. The proposed parking provision for the commercial development is 271 spaces which is in accordance with the Hampshire Parking Strategy and Standards 2001.

8.4 The developer has produced a Full Transport Assessment which has received County Council approval. The developer has also agreed to make a financial contribution towards the implementation of the Basingstoke Environmental Strategy for Transport (BEST).

8.5 The contribution will be spent in accordance with the requirements of PPG3, PPG13 and County Council policies which seek to reduce the dependency on the car and provide choice for alternative means of travel.

9 Financial Implications

9.1 In the event of planning permission being granted the developer has agreed to:

    (i) carry out approved highway works at an estimated cost of £150,000; and

    (ii) make a financial contribution of £331,000 towards a package of measures as previously identified in order to mitigate the impact of the development on the local area.
