Test Valley School new sports hall and Basic Need

A package of work was previously reported and approved to deal with the early NOF projects. These projects are now at an advanced stage of design and the first scheme is about to be let.

It is now proposed to add a further scheme (as above) at Test Valley School to the package of work with Brazier. This would enable the standardised design approach to be harnessed for the new sports hall and the Basic Need scheme would also gain from being part of a larger overall package of work. Advance works are planned over the summer holiday and a possible link with work being undertaken by the Environment Department is also being investigated.

Wyvern School new multi-use sports hall

The proposed Lottery scheme at Wyvern (£1.7M) also lends itself to a similar approach to the NOF projects in terms of standardised design and procurement. It would therefore be logical to package the work with Brazier as above.

Wildern School new multi-use sports hall

HBG are currently undertaking a major Basic Need project at Wildern School. A new multi-use sports hall (£1.1M) is now proposed at the school and it would make sense to develop this scheme as a follow on project with the same contractor. This would enable the utilisation of existing supply chains where possible and to share a similar design development and construction approach with the earlier scheme. It would also ensure that any key enabling works are developed with the same contractor.

Elvetham Heath School

Following the recent failure of TSL, the Receiver has proposed a Novation Agreement involving H N Edwards for completion of the project. If they are appointed, there is the potential, subject to satisfactory performance, that H N Edwards are approached to develop the 2FE extension which needs to follow on immediately. Alternatively, a fresh best value tender could be sought from a short list of no more than three preferred contractors.

Henry Beaufort and Calthorpe Park Schools

As above, following the failure of TSL, both of these schemes have been transferred to an alternative preferred contractor Richardsons, who have resources available in the required timescale to deliver these projects. The pricing details for both schemes have been adopted by Richardsons and both projects have now been let.

Temporary Buildings Term Contract

A Contract Notice has recently been placed with OJEC for the new Temporary Buildings Term Contract. The time required to appoint a suitable contractor will mean a further extension is required to the existing arrangements. The overall selection and appointment process is now likely to extend until about December 2003. It is therefore proposed that the existing arrangements with the Elliott Group are extended until such time as the new arrangements are in place.

Flat Roofing Framework Agreement

A package of work was previously reported and approved. The Flat Roofing Framework Agreement commenced on 31 March 2003 and the feedback on current contracts has been good.

It is now proposed to procure a further package of work, ie the flat roofing core programme (funded by NDS Condition 2003/04) at Frogmore Community College, Kings Worthy Primary School, Merdon Junior School, Mill Rythe Junior School, The Clere Secondary School, Weyford Junior School and Wolverdene Special School. Consideration is also being given to utilising the Framework Agreement for re-roofing as an element of major schemes at Alderman Quilley Secondary School, Cowplain Community School, Hamble Secondary School, Portchester Secondary School and Winton Secondary School.

Subject to continued successful completion of schemes, it is proposed to negotiate an extension of the current Framework Agreement, which is due to expire on 31 March 2004.
