That the building design project appraisal for the scheme to provide a new Sports Hall at Hounsdown Secondary School be approved.

There are no landlord funded works being undertaken as part of this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £1,073 per m2 which includes abnormals of £95 per m² associated with the substructure

(a) Energy Costs
Upon completion of these works it is anticipated that the additional annual fuel cost will be in the order of £3,700 per annum or £4.00 per m2.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The portfolio of schemes submitted to the New Opportunities Fund were linked directly to the AMP priorities of the LEA, which identifies schools without sports halls as a high priority. This scheme at Hounsdown Secondary School is one of four Sports Hall projects to be identified for funding from the NOF programme.
3. DETAILS OF SITE
LOCATION
Hounsdown Secondary School is located at Jacob's Gutter Lane, Hounsdown, Totton, Hampshire.
ADJOINING LAND AND BUILDINGS
The campus is bounded by Jacob's Gutter to the south - a strip of mature woodland, agricultural land and a number of commercial developments to the north.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area for the school is 20.26 acres (8.2 hectares). The DfES guideline for a school of this size is between 20.26-22 acres (8.2-8.9 hectares).
PLANNING POSITION
Full Planning Permission has been granted.
SUITABILITY FOR PROJECT
These proposals will provide a sports hall with changing/toilet and ancillary accommodation.
The proposals outlined in this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of School.
RESULTS OF TRIAL BORE HOLES
Generally sandy top soil over Barton clays. Water present generally 0.3-0.5m below ground level.
Recommendations are for standard spread foundations at a depth of 1.25m below ground level. Recmmendations are also for a suspended ground floor slab.
ACCESS
The vehicular and pedestrian entrance to the school is from Jacob's Gutter Lane.
COMMENTS ON SITE LAYOUT
The site is `L' shape, the school buildings running northeast to southwest with playing fields beyond and across the southwest of the site. The proposed sports hall would be sited in the northeast corner of the site adjacent Jacob's Gutter Lane.
MAINS SERVICES POSITION
The existing mains gas supply meter is to be replaced to accommodate the new load.
All other existing mains services are considered to be of a sufficient capacity to serve the proposed new sports hall.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
There will be substantial regrading of earth around the sports hall due to the fall across the site. A retaining wall will be constructed along the flank wall of the nearby existing swimming pool due to the change in level and to allow a level access through to the building. This and the area in front of the courtyard will be planted to enhance the approach to the new facility.4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
The aim of this scheme is to provide a new Sports Hall facility at the School. The main hall/changing wing will be situated on the north corner of the building footprint. Storage and plant are located between the changing block and main hall. The orientation allows a southwest facing courtyard area across which the main entrance is accessed.
PLACES PROVIDED
Upon completion of these proposals there will be an additional 45 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The school is mostly comprised of 1960's SCOLA construction blocks with some more recent additions comprising a new-build art block and a drama block. The existing buildings on site are considered to be in fair condition for their age and type.
TEMPORARY BUILDINGS
There are no temporary buildings on site and none will be required for these proposals.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The location of the Sports Hall has been chosen to accommodate the building without impacting on designated playing pitches and also to allow future expansion if required.
The Sports Hall has been designed and materials chosen to complement the form and materials of the original school building where possible.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The Sports Hall will be constructed with facing brickwork (to 3.8m) to complement the existing school building. The cladding above will be low-reflectivity metal panels. The roof will covered with grey, curved standing seam metal. External doors will be of timber construction.
The changing block will be constructed with facing brickwork extending to a height of 3.8m. The roof will consist of a high-performance roofing system. Windows and glazed entrance screens will be powder-coated aluminium.
FACILITIES FOR THE DISABLED
Level access will be provided throughout the proposed new accommodation, including the external approach and exit. Automatic sliding entrance doors, accessible toilet/shower/changing areas along with showers and WCs for the ambulant disabled will be provided. Clear signage will also be provided.
Two disabled car parking spaces will be provided in the adjacent car park.
HEATING AND VENTILATION SYSTEMS
Heating:
Sports hall - gas fired boiler serving radiant panels;
Changing , toilet and entrance areas -Mechanical supply and extract with heat recovery section to minimise energy costs.
Stores - high level pipe coils
Ventilation:
Sports hall - attenuated air extract system at high level. Discharged through the gable ends with air inlet louvres at low level.
Changing , toilet and entrance areas - Mechanical ventilation system.
SPRINKLER SYSTEM
This is not a stand alone building on a greenfield site. A risk assessment for the project concludes there to be a low risk of fire owing to the type of facilities being provided and materials used . Therefore a sprinkler system will not be installed.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
The proposals outlined in this design project appraisal have been approved by the Headteacher and Governors of the school and are considered to be the most appropriate in providing the school with a new Sports Hall and ancillary accommodation.
CAR PARKING
The staff car parking behind the swimming pool will be relocated adjacent to the new Sports Hall, to include an additional three spaces. The car park will be used by staff during school hours and by community users outside school hours. Six new cycle stands (12 spaces) will be provided close to the Sports Hall for community use.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, Director of Environment, Borough Council, Estates Practice, Executive Member - Education, Local County Councillor, Access Officer.
5. THE BUILDING DEVELOPMENT
These proposals will provide a new Sports Hall, appropriate storage and changing facilities to accommodate two classes each of 30 pupils.

Current arrangements will continue when the new building is complete.

Current arrangements will continue when the new building is complete.
7. FURNITURE AND EQUIPMENT
This is funded through the project.
