There are no landlord funded works being undertaken as part of this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £1,078 per m2 which includes abnormals of £87 per m² associated with the substructure and sports equipment

(a) Energy Costs
Upon completion of these works it is anticipated that the additional annual fuel cost will be in the order of £3,700 per annum or £4.00 per m2.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The portfolio of schemes submitted to the New Opportunities Fund were linked directly to the AMP priorities of the LEA, which identifies schools without sports halls as a high priority. This scheme at Alderman Quilley Secondary School is one of four Sports Hall projects to be identified for funding from the NOF programme.
3. DETAILS OF SITE
LOCATION
Alderman Quilley Secondary School is located at Cherbourg Road, Eastleigh, Hampshire.
ADJOINING LAND AND BUILDINGS
To the south the site is bounded by Chestnut Avenue and to the north by residential development. To the west of the campus lie playing fields which are shared with Barton Peveril Sixth Form College. Eastleigh Technical College lies to the east.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area for the school is 11.45 acres (4.63 hectares). The DfES guideline for a school of this size is between 13.4-16.4 acres (5.43-5.92 hectares).
PLANNING POSITION
Full Planning Permission has been granted.
SUITABILITY FOR PROJECT
These proposals will provide a sports hall with changing/toilet and ancillary accommodation.
The proposals outlined in this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of School.
RESULTS OF TRIAL BORE HOLES
Generally slightly clayey top soil over river deposits of various sandy clayey gravels over soft to firm silty clay. Water present at 3.0m below ground level.
Recommendations are for standard spread foundations at a depth of 1.2m below ground level.
ACCESS
The vehicular and pedestrian entrance to the school is from Cherbourg Road.
COMMENTS ON SITE LAYOUT
The school is rectilinear in layout situated in a residential area in the southern part of Eastleigh. It is located between Eastleigh Technical College and Barton Peveril Sixth Form College, sharing the same site. The new hall is situated at one end of the campus adjacent the existing gymnasium and changing facilities.
MAINS SERVICES POSITION
The existing electrical mains switch panel is to be replaced.
The existing mains gas supply meter is to be replaced to accommodate the new load.
All other existing mains services are considered to be of a sufficient capacity to serve the proposed new sports hall.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
The entrance courtyard will be designed to provide a pleasant and usable external space, with a mixture of hard paved areas together with grassed and soft planting areas. The courtyard and adjoining car park will be lit in the evening.
4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
The aim of this scheme is to provide a new Sports Hall facility at the School. The main hall/changing wing will be situated at the north corner of the building. Storage and plant are located between the changing block and main hall. The facilities are accessed via a west facing courtyard area directly linked to the existing car park..
PLACES PROVIDED
Upon completion of these proposals there will be an additional 45 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The school is comprised of a long two-storey 1960's block of traditional construction, a 1960's SCOLA construction general teaching block and another 1960's technology block opposite the site of the proposed Sports Hall. The blocks are generally flat-roofed with a central hall that has a pitched copper roof. An existing sports hall owned by Eastleigh Technical College flanks the proposed site on the eastern boundary.
TEMPORARY BUILDINGS
There are no temporary buildings on site and none will be required for these proposals.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The Sports Hall has been designed and materials chosen to complement the form and materials of the original school building where possible.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The Sports Hall will be constructed with facing brickwork (to 3.8m) to complement the existing school building. The cladding above will be low-reflectivity metal panels running horizontally. The roof will be grey, curved standing seam metal. External doors will be of timber construction.
The changing block will be constructed with facing brickwork to complement the adjacent 1960's block, extending to a height of 3.8m. The roof will consist of a high-performance roofing system. Windows and glazed entrance screens will be powder-coated aluminium.
FACILITIES FOR THE DISABLED
Level access will be provided throughout the proposed new accommodation, including the external approach and exit. Automatic sliding entrance doors, accessible toilet/shower/changing areas along with showers and wc's for the ambulant disabled will be provided. Clear signage will also be provided.
Two dedicated disabled car parking spaces will be marked out in the existing car park close to the entrance of the building.
HEATING AND VENTILATION SYSTEMS
Heating:
Sports hall - gas fired boiler serving radiant panels;
Changing , toilet and entrance areas -Mechanical supply and extract with heat recovery section to minimise energy costs.
Stores - high level pipe coils
Ventilation:
Sports hall - attenuated air extract system at high level. Discharge through gable ends with air inlet louvres at low level.
Changing , toilet and entrance areas - Mechanical ventilation system.
SPRINKLER SYSTEM
This is not a stand alone building on a greenfield site. A risk assessment for the project concludes there to be a low risk of fire owing to the type of facilities being provided and materials used . Therefore a sprinkler system will not be installed.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
The proposals outlined in this design project appraisal have been approved by the Headteacher and Governors of the school and are considered to be the most appropriate in providing the school with a new Sports Hall and ancillary accommodation.
CAR PARKING
The existing main car park is located to the east of the campus adjacent the proposed site. Further car parking is located near the main school gates. There are currently 88 car parking spaces, 12 of which are let to Eastleigh Technical College. The existing provision will satisfy the needs of the community users arriving by car outside school hours. Two accessible bays will be provided. Cycle stands providing 12 spaces will be provided close to the new Sports Hall.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, Director of Environment, Borough Council, Estates Practice, Executive Member - Education, Local County Councillor, Access Officer, local County Councillor.
5. THE BUILDING DEVELOPMENT
These proposals will provide a new Sports Hall, appropriate storage and changing facilities to accommodate two classes each of 30 pupils.

7. FURNITURE AND EQUIPMENT
This is funded through the contract.
