Additions to Procurement Initiatives

Introduction

1.1

The Executive Member Policy and Resources at his meeting of 10 April 2003 approved the annual review of procurement initiatives for 2002/2003 and a series of new initiatives to be implemented over the current financial year and beyond.

The Cabinet meeting of 27 May 2003 approved the report entitled `Supply Chain Management - Framework Agreements for Major Capital Projects'. An explanation of the application of the Framework for major schemes and programmes of work was given and approval was granted to appoint up to six contractors to the Framework. This report identifies the six contractors selected and the first projects to be procured through the arrangements

This report also seeks approval to a number of further procurement proposal and provides an update on previously reported initiatives.

A full interim review of all the current initiatives will be presented to the Buildings, Land and Contracts Panel on 22 October 2003.

Current Initiatives

2.1

The summary in Appendix 1 provides additional information in connection with previously reported initiatives, seeks approval to the contractors selected for particular projects identified, and certain additional schemes connected with earlier strategies.

2.2

The schemes identified for which supplementary approval is requested are:

    · Test Valley School new sports hall and Basic Need

    · Wyvern and Widern Schools new multi-use sports Hall

    · Elvetham Heath School

    · Calthorpe Park School

    · Henry Beaufort School alterations and extension

    · Temporary Buildings Term Contract

    · Flat Roofing Framework Agreement

Framework Agreements for Major Capital Projects

Following the tender evaluation process the following six contractors have been selected for appointment to the Framework for major schemes and programmes of work:

    · Balfour Beatty

    · Brazier Construction

    · HBG

    · Mansell

    · Mowlem

    · Wates Construction

It is envisaged that a significant portion of the County Council's future major projects and programmes of work will delivered through these arrangements. Over the coming months there will be a need to commence the procurement of a number of key projects for the County Council. As part of the selection process for the Framework agreement, tenderers submitted detailed responses in respect of the following projects for consideration:

    · Nursing Care

    · Malmsbury Lawn

    · South Basingstoke Schools Reorganisation

It is now appropriate to develop the full schemes through the Framework Agreements (see Appendix 2) and that further major schemes currently under development are called off through the arrangements in the near future. The projects envisaged include:

    · John Hunt of Everest New Secondary School

    · Further NOF Projects and associated schemes

    · Winchester Early Years Centre

    · The New Special Schools (Meadow, EBD, ESC)

    · Gosport Discovery Centre

Recommendation(s)

The Buildings, Land and Contracts Panel advise the Executive Member for Policy and Resources that approval be given to:

The procurement initiatives as set out in Appendices 1 and 2.

The appointment of the six selected contractors as listed in paragraph 3.1 to the Framework for major schemes and programmes of work.

Those major projects detailed in paragraph 3.3 being procured through the Framework for major schemes and programmes of work.
