There are no landlord funded works being undertaken as part of this scheme.

Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

Building Cost - Net Cost = £1,244 per m2 which includes abnormals of £310 per m² associated with the substructure and sports equipment

        Upon completion of these works it is anticipated that the additional annual fuel cost will be in the order of £3,700 per annum or £4.00 per m2.

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          The portfolio of schemes submitted to the New Opportunities Fund were linked directly to the AMP priorities of the LEA, which identifies schools without sports halls as a high priority. This scheme at Test Valley Secondary School is one of four Sports Hall projects to be identified for funding from the NOF programme.

          3. DETAILS OF SITE

          LOCATION

          Test Valley Secondary School is located at Roman Road, Stockbridge, Hampshire.

          ADJOINING LAND AND BUILDINGS

          The school site is bounded by agricultural land and residential development off Roman Road. Playing fields to the east separate the school from nearby housing.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area for the school is 11.9 acres (4.8 hectares). The DfES guideline for a school of this size is between 13.4-14.6 acres (5.43-5.92 hectares).

          PLANNING POSITION

          Full Planning Permission has been granted.

          SUITABILITY FOR PROJECT

          These proposals will provide a sports hall with changing rooms and ancillary accommodation.

          The proposals outlined in this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of School.

          RESULTS OF TRIAL BORE HOLES

          The site is on chalk which is of poor quality and will therefore the excavated spoil will be removed from the site.

          Recommendations are for standard spread foundations at a depth to be confirmed by further design and site investigation.

          ACCESS

          Primary pedestrian access into the school is via Roman Road situated at the top of the campus. This also accommodates some staff car parking. A lower access road directly off the A30 is used by staff and their cars . This is to be widened and upgraded to satisfy a planning condition together with work outside on the main road to improve the entrance and exit from both routes. This secondary entrance will be used by the community users of the premises outside normal school hours.

          COMMENTS ON SITE LAYOUT

          The School site is `L' shaped in layout and is located on the outskirts of Stockbridge, off the A30. The proposed sports hall would be located to the west of the school buildings.

          MAINS SERVICES POSITION

          A calor gas storage compound serving the kitchen and science block is to be relocated to avoid the new building. Due to the lack of a natural gas supply on the site the main boilers will be oil fired and an additional tank will be provided.

          A new electrical substation is to be provided to reinforce the Scottish and Southern supply and the existing Mains switch panel is to be replaced

          An existing high speed telephone link to the schools computers is to be diverted.

          All other existing mains services are considered to be of a sufficient capacity to serve the proposed new sports hall.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

            LANDSCAPE PROPOSALS

          The existing roadway and footpath between the main school block and new hall will be regraded and resurfaced to provide a level courtyard area principally for pedestrians. New planting will complement this space. Some screen planting is to be provided around the extended car park. Pedestrian routes from the parking area up to the hall will have external lighting for community use in the evenings.4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          The aim of this scheme is to provide a new Sports Hall facility at the School. The layout of the building consists of the main four court badminton sized hall with changing wing on the north end of the building. Storage/staff office are arranged alongside the main hall. Road widening and improvement to a secondary entrance is also to be provided.

          PLACES PROVIDED

          Upon completion of these proposals there will be an additional 45 places.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The School is accommodated in a variety of different buildings: 1950's two-storey traditional construction, 1970's ROSLA block, 1990's art, music and drama block, also in traditional construction.

          TEMPORARY BUILDINGS

          There are two temporary classrooms situated behind the technology block which are not associated with this scheme. No temporary buildings are required for this scheme.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The Sports Hall has been designed and materials chosen to complement the form and materials of the original school building where possible. The location of the Sports Hall has been chosen to accommodate the building without impacting on designated playing pitches. The building has been dug into the chalk hillside so that only the top half will be visible from nearby housing. The car park of the visible façade will be further reduced up by planting.

            TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The Sports Hall will be constructed with facing brickwork (to 3.8m) to complement the existing school building. The cladding above will be low-reflectivity metal panels running horizontally. The roof will be of grey, curved standing seam metal. External doors will be of timber construction.

          The changing block will be constructed with facing brickwork to complement the existing buildings, extending to a height of 3.8m. The roof will consist of a high-performance roofing system. Windows and glazed entrance screens will be powder-coated aluminium.

          FACILITIES FOR THE DISABLED

          Level access will be provided throughout the proposed new accommodation, including the external approach and exit. Automatic sliding entrance doors, accessible toilet/shower/changing areas along with showers and WCs for the ambulant disabled will be provided. Clear signage will also be provided.

          Two dedicated disabled car parking spaces will be provided outside the storage area immediately opposite the main school entrance.

          HEATING AND VENTILATION SYSTEMS

          Heating:

          Sports hall - gas fired boiler serving radiant panels;

          Changing , toilet and entrance areas -Mechanical supply and extract with heat recovery section to minimise energy costs.

          Stores - high level pipe coils

          Ventilation:

          Sports hall - attenuated air extract system at high level. Discharge through gable ends with air inlet louvres at low level.

          Changing , toilet and entrance areas - Mechanical ventilation system.

          SPRINKLER SYSTEM

          This is not a stand alone building on a greenfield site. A risk assessment for the project concludes there to be a low risk of fire owing to the type of facilities being provided and materials used . Therefore a sprinkler system will not be installed.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          The proposals outlined in this design project appraisal have been approved by the Headteacher and Governors of the school and are considered to be the most appropriate in providing the school with a new Sports Hall and ancillary accommodation.

          CAR PARKING

          Parking spaces on the site of the current sports hall are to be replaced by an extension to the existing top car park. There will be an additional three spaces over those replaced as a result of the building works, creating a total of 14 new spaces. Six cycle hoop stands (12 spaces) will be provided adjacent the Sports Hall. Two disabled parking bays are to be situated near the building entrance.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, Director of Environment, Borough Council, Estates Practice, Executive Member - Education, Local County Councillor, Access Officer.

      5. THE BUILDING DEVELOPMENT

          These proposals will provide a new Sports Hall, appropriate storage and changing facilities to accommodate two classes each of 30 pupils.
