Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

There are no landlord works associated with this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Net and Gross Costs
It would be misleading to provide a net and gross cost as the works outlined in this design project appraisal are primarily internal alterations.

(a) Energy Costs
It is anticipated that the fuel cost for the Early Years Centre will be in the order of £6,177 per year or £3.60 per m².
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
A successful bid for funding has been made to the NNI to establish this new Early Years Centre in the premises of the former Sharps Copse Infant School. A further £45,000 (excluding fees) will be sought from the NNI for this project. Should that be unsuccessful, funding will be found from the Early Years revenue budget.
3. DETAILS OF SITE
LOCATION
Sharps Copse Primary School is located at Prospect Lane, Havant.
ADJOINING LAND AND BUILDINGS
The campus is bounded by mainly residential development on all sides.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 2 acres (0.8 hectares). The DfES guideline for a school of this size is 0.617 acres (0.25 hectares).
PLANNING POSITION
Because the proposed use remains within the existing building and planning use and does not increase the numbers using the site, no planning permissions are necessary.
SUITABILITY FOR PROJECT
The proposal utilises existing premises vacated by Sharps Copse Infant School through amalgamation with the junior school into one unit. The vacated building is a SCOLA building split into two definable blocks with a central entrance offering good-sized accommodation, without the need to extend. It also offers suitable protected external spaces for play areas and access for staff parking. Overall the existing premises offer an envelope of suitable scale for refurbishment for early years use.
The surrounding landscape, although sloping particularly to the southern edge, is fully accessible, as is the building itself in terms of DDA requirements.
RESULTS OF TRIAL BORE HOLES
Not applicable - internal refurbishment only.
ACCESS
Access to the Primary School and relocated Infant School will remain unobstructed from Baybridge Road.
A former entrance to the former Infant School, at the rear of the building, will be opened up for the contractor's sole use during the contract period. On completion of the building works this entrance will be retained and widened as access to a staff car park for the new Early Years Centre. Carers and children will continue to access the building from the front driveway or rear footpath, which during the building works will be fenced off from the contractor's site, giving free access to the temporarily relocated nursery.
The initial weeks of the construction phase of the contract occur within the school's and nursery's summer holidays and it is expected that the contractor may be able to gain access from Baybridge Road during this time should it be required for certain deliveries.
COMMENTS ON SITE LAYOUT
The site is rectangular in shape, the Primary School buildings being located to the north of the site and the vacated Infant School building to be used for the Early Years Centre to the southeast corner of the site.
MAINS SERVICES POSITION
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Currently funding does not extend beyond provision of adapting one third of the rear playground into a staff car park. All other areas will for the present remain as existing until funding becomes available for formation of more specific play areas.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
The scheme proposed utilises the existing building layout as much as possible to ensure an economic project, forming new areas appropriate to the new use, to provide:
o Integrated nursery wing for 30 3-4 year olds and full day care for 24 3-5 year olds with associated storage and wc provision.
o Toddler wing with room for 16 2-3 year olds and baby room for 12 0-2 year old with associated lavatory and other accommodation.
o Staff and administration facilities and adult wc's.
o Shared main hall linking with future community use.
PLACES PROVIDED

PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The Junior school block consists of the original school building erected in c.1960, of traditional brick build, with store extension and garage in traditional brick.
The former Infant school block being utilised for this scheme is a SCOLA building.
TEMPORARY BUILDINGS
There is one temporary building on site which is not related to this contract.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The building, already existing, has no further impact on its environment.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The building was recently re-clad and it is not intended to change the external fabric of the building. Internally some of the larger classroom spaces are being divided by fully glazed or timber stud partitions. These will be decorated in line with other areas of the existing building.
FACILITIES FOR THE DISABLED
Externally the terrain slopes to the south where an existing ramp gives access from the playground area. Ramped main entrance provision with automatically opening doors is to be provided. The inside of the building is all on one level and all internal room doors will be of sufficient width to satisfy part M of the Building Regulations. A fully accessible wc is being installed.
HEATING AND VENTILATION SYSTEMS
The existing heating system is being retained although low surface temperature covers are to be placed over radiators and warm air heaters where required in nursery areas to meet current guidelines.
New mechanical ventilation is being installed to all existing and proposed wc areas.
SPRINKLER SYSTEM
This is not a new stand-alone building on a green field site and a risk assessment has concluded it to be a low-risk building. Therefore a sprinkler system will not be installed.
ENERGY EFFICIENCY OF BUILDING
As a SCOLA building, energy efficiency of the building does not meet current Building Regulation requirements. However, this contract consists of internal alterations only and the external fabric is not being changed.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been approved by the Headteachers and Governors of the Schools as meeting the accommodation requirements of the Schools.
CAR PARKING
Parking exists on the school site as a whole but it is proposed to provide a dedicated staff car park for 10 staff at the rear of the proposed Early Years Centre.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Officer, Chief Fire Officer, Access Officer, local County Councillor.
5. THE BUILDING DEVELOPMENT
This scheme will utilise an existing building to provide an Early Years Centre providing a nursery wing for 30 3-4 year olds, full day care for 24 3-5 year olds, a toddler wing for 16 2-3 year olds and a baby room for 12 0-2 year olds with associated storage, wc, staff and administration facilities.
