1. Summary
1.1 The following decision is sought
1.2 That a "Silver Hampshire Hog" scheme be established in principle to recognise the outstanding contributions of individuals or organisations to the economic, social or environmental well being of the County and its communities, awards to be made at the discretion of the Leader of the Council.
1.3 That the Chief Executive arrange for further quotes to be obtained for producing the awards and that the Leader of the Council be advised of the outcome of this.
2. Reasons
2.1 Many people work hard to make the County a thriving and enterprising place to live, work and play. However, from time to time, it is evident that certain individuals and or organisations have made an outstanding contribution to the economic, social or environmental well being of the County and its communities.
2.2 It is considered that such exceptional individuals and organisations should be formally and publicly celebrated by the County Council. This may encourage others to make a similar contribution to community wellbeing. S.2 of the Local Government Act 2000 enables a local authority to do anything it considers likely to achieve the promotion or improvement of economic, social or environmental wellbeing. It is therefore proposed that an award of a "Silver Hampshire Hog" trophy be made in appropriate cases as an indication of the County's gratitude.
2.3 It is suggested that awards be at the discretion of the Leader and subject to formal decision by him in the interests of openness and transparency. In view of the County's diversity it is difficult to lay down in advance any strict criteria but awards would be made to those who have made an exceptional contribution through their voluntary efforts, their enterprise or through their support for important aspects of the County's social or physical fabric.
2.4 An initial order of 5 awards is estimated to cost £7,500 which can be met from the existing hospitality budget.
