Summary

1.1

The following decisions are sought:

That approval be given for the disposal of 0.83 hectare (2.06 acres) of land at Osborne School, Andover Road, Winchester, on the basis set out in the report, subject to the selected developer obtaining detailed planning permission for a development based on the submitted scheme; and

1.2

the Director of Property Business and Regulatory Services (Head of Estates Practice) be authorised;

i)

to settle detailed terms and conditions of sale including such adjustments to the purchase price that may be agreed following detailed site investigations and minor design amendments to the scheme and resolution of mains drainage and other service provision costs; or

ii)

to proceed with the next highest acceptable offer in turn in the event that the required timetable for disposal is not met.

1.3

In order to secure the early demolition of the vacated school buildings, approval be given to an addition of £80,000 to the Policy and Resources capital programme for the demolition of the vacated school buildings at the former Lankhills School, Winchester, financed from the capital receipt for the disposal of the site.

Reason

2.1

The site has been marketed, the preferred scheme conforms to the previously agreed development brief and contains a financial offer that represents best consideration reasonably achievable for the site.
