Summary

1.1

The following decisions are sought:

that approval be given for the sale of

(a)

the former Milesdown Children's Home, Northbrook Avenue, Winchester to Beechcroft Developments Limited for residential redevelopment; and

(b)

46 sq m of land at the rear of 'Barrington', Northbrook Avenue, Winchester, to the adjoining owner

on the terms set out in the report, subject to he grant of detailed planning consent by Winchester City Council and the Director of Property, Business and Regulatory Services (Head of Estates Practice) be given authority to settle the detailed terms and conditions.

(c)

As the offers received are in excess of the costs of the replacement children`s home and part of the surplus could be made available to Social Services to help meet funding shortfalls on existing schemes.

Reasons

2.1

i)

To dispose of surplus property as part of the reorganisation of the facilities for children in the care of the County Council; and

ii)

to secure comprehensive redevelopment in a manner that will enable the Council to recover its costs in new investment and yield additional capital receipts to fund further capital investment.
