      Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

        It is anticipated that the additional increase in fuel cost for the school will be in the order of £700 per year, £3.71 per m².

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          The school has a capacity of 315 places in 11 classrooms, two of which are in temporary accommodation and at least one of these temporary units is in very poor condition. The school is also one of the feeder schools to Noadswood Secondary School which is one of the fully resourced PD secondary schools in Hampshire.

          The proposal is to replace the two temporary classrooms by internal adaptation and provide a new full sized hall and kitchen. At the same time the school will be fully adapted to provide appropriate facilities for pupils with disabilities to link with the resource provision at Noadswood Secondary School.

          DETAILS OF SITE

          LOCATION

          Hythe Primary School is located at School Road, Hythe, Southampton.

          ADJOINING LAND AND BUILDINGS

          The site is bounded by the railway line to the south and by residential development on all other boundaries.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area is 3.217 acres (1.302 hectares). The DfES guideline for a school of this size is between 3.19-3.63 acres (1.29-1.47 hectares).

          PLANNING POSITION

          Planning permission for this scheme was granted on 21 July 2003.

          SUITABILITY FOR PROJECT

          The proposals outlined in this design project appraisal have been agreed by the Headteacher and Governors of the school as being the most appropriate form of development to provide the required permanent accommodation. The scheme utilises existing accommodation to provide two new permanent classrooms and IT suite. The proposed new extension will provide a large hall/dining facility and adjoining kitchen, music room and therapy room, with covered way link to existing wc's and classrooms completing the reconfiguration of accommodation.

          RESULTS OF TRIAL BORE HOLES

          The ground conditions consist of made ground/fill to a depth of 900mm overlying River Terrace deposits to the full depth of the investigation. Ground water was encountered at a depth of 2.2m.

          Conventional foundations (strip footings) bearing into the River Terrace deposits will be adequate for the loads envisaged. Net allowable bearing pressures of 250-300 KN/M² are recommended. A ground bearing slab solution has been adopted. This will require the removal of the made ground/fill with replacement by imported granular compacted material. The ground is considered as non-aggressive to concrete. Excavations will require battering, and man entry at depths of over 1.2m will require trenches to be shored.

          ACCESS

          Pedestrian and vehicular access is from School Road. For the duration of the contract, an additional pedestrian access will be formed from School Road for use by pupils.

          The contractor's site access will be via the existing main entrance and will utilise an existing parking area.

          COMMENTS ON SITE LAYOUT

          The site is rectilinear in shape, the school buildings being clustered to the east of the site with playing fields to the west. Two temporary classrooms are sited to the south of the existing school buildings.

          MAINS SERVICES POSITION

          The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

          LANDSCAPE PROPOSALS

          The setting of the building extension will be enhanced visually by new planting and an opportunity will be taken in the courtyard formed by the new building to improve ease of access from existing classroom doorways to open onto a landscaped area with improved paving, planting and seating for the benefit of children's learning, play and social interaction.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The traditional Victorian school buildings were erected c.1890. Three aluminium framed and clad classrooms, boiler house and toilet extension were added in the 1950's. The most recent addition was a four class extension in 1994, of traditional construction.

          All existing buildings are considered to be in good condition for their age and type.

          TEMPORARY BUILDINGS

          There are currently two temporary buildings on site, to the south of the school buildings. This scheme will facilitate their removal and reinstatement of this area to form a tarmacadam extension to the existing playground.SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The proposed hall and kitchen extension will be sited to the rear of the existing school buildings and will form a link from the existing office accommodation. A covered way will also link the new building to existing wc's and classrooms. The scheme has been designed to complement and rationalise the existing buildings.

          TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The new building will be of steel framed construction with masonry walls and slate roof to match existing. The corridor and covered way extension will have an aluminium roof to match existing. An enclosed courtyard area will be formed to the south of the new hall and adjacent classrooms will open onto this area.

          FACILITIES FOR THE DISABLED

          An access audit has been carried out at the school. The school is fully accessible and the new extension has level access throughout. It is proposed to provide a therapy room between the existing finance office and the proposed music room. The therapy room will contain a therapy plinth table to be used for physiotherapy and will be adjoined by a level access hygiene room containing an accessible shower and a rise and fall changing table. Access into the main school entrance will be improved by additional ramping and hand rails.

          HEATING AND VENTILATION SYSTEMS

          The existing boilers have the capacity to meet the new heating demand. A new gas supply for the kitchen will be provided from the existing meter.

          Radiators will provide heat to the new-build and refurbished rooms. The hall will have an underfloor heating system.

          Generally the rooms will be naturally ventilated from opening windows and roof lights. The wc adjacent the kitchen will have a small wall-mounted fan.

          SPRINKLER SYSTEM

          An assessment concludes this to be a very low fire risk category building and therefore a sprinkler system will not be installed.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals have been agreed by the Headteacher and Governors of the school as being the most appropriate form of development to provide the additional accommodation required.

          CAR PARKING

          No additional car parking spaces will be provided as part of this scheme.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, County Planning Officer, Chief Fire Officer, Executive Member for Education, local County Councillor.

      5. THE BUILDING DEVELOPMENT

          The extension has been carefully designed to enhance the existing buildings and rationalise the site. It will facilitate the removal of two temporary buildings from the site.

      7. FURNITURE AND EQUIPMENT
