REGENERATION OF OLDER URBAN AREAS PROGRAMME FOR 2003/04 AND 2004/05
1. The Regeneration of Older Urban Areas (ROUA) Programme was established in 1984 and is an ongoing initiative led by Hampshire County Council, that responds directly to the regeneration needs and priorities identified by County Members in the older urban parts of the County. The aim of the programme is to improve the quality of life of all those living, working and visiting Hampshire's urban areas by making the best use of the County's cities, towns and suburbs and providing a consistent approach from strategic planning to detailed design, with the principles of the programme being high quality, sense of place and long life.
2. On 23 July 2003, a decision was taken to approve projects for inclusion in the ROUA Programme for the period 2003/04 and 2004/05 subject to agreed match funding and no schemes running concurrently in any one District. The projects that have been selected are in the districts of Eastleigh, Fareham, Hart, Havant and New Forest.
3. Each of the projects in the programme has been measured against the aims and principles detailed earlier, as well as undergoing an appraisal to establish the extent to which they support County Council initiatives and strategies such as the Corporate Strategy, Public Service Agreement targets, Urban Living Strategy, Sustainable Development Strategy, Local Strategic Partnerships and the Local Transport Plan. The ROUA Programme responds directly to the urban renaissance agenda and is a continuing objective for the County Council.
