REPORT OF THE CHIEF EXECUTIVE
CABINET PORTFOLIO - SPATIAL STRATEGY
In line with Part 1: Chapter 14 of the Constitution the following changes were effected to the Constitution by the Chief Executive and are now reported to the Council as required.
Part 1: Chapter 10 - Highway Management Advisory Panels
Add after the word `with' in line 4 the word `either'; add in line 5 after the word `Environment' the words `or the Executive Member for spatial Strategy'; add after the word `Chairman' the words `in Highways Areas South and East'; and in line 7 after the word `Environment' add the words `and in Highways Areas North and West
by the Executive Member for Spatial Strategy.' so that the paragraph
reads:
`One Panel for each district council area, the County Councillors whose County Electoral Divisions fall within the area of the district council to be the County Council's representatives together with either the Executive Member for Environment or the Executive Member for Spatial Strategy, the Chairman in Highways Areas
South and East to be appointed by the Executive Member for Environment and in Highways Areas North and West by the Executive Member for Spatial Strategy from among them. There will be an equivalent number of district councillors'.
Part 2: Chapter 1, paragraph 1.2 - Individual Members of the Executive
Add at the end:
`.....except where varied by the Leader as provided for in the Executive
Procedure rules set out in Part 3C of this Constitution and notified to the
Chief Executive. Any necessary consequential changes to the
Constitution will be made in accordance with Part 1 Chapter 14,
paragraph 14.3 of the Constitution'.

Delete existing entry in table of responsible persons and functions
relating to Executive Member for Environment and replace with:
