To the Members of the County Council.
You are hereby summoned to attend the meeting of the County Council
to be held at The Castle, Winchester at 10.00 a.m. on THURSDAY
18 SEPTEMBER 2003 to consider and resolve upon the business set out in the Agenda below.
There will be a short service of prayer at the beginning of the meeting.
AGENDA
1. To confirm the Minutes of the meeting held on 25 July 2003.
2. Declarations of Interest
All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.
3. Deputations - none.
4. To receive such communications as the Chairman may desire to lay before the Council.
5. To receive such reports as the Leader of the Council may desire to bring
before the Council. These will include:
· an invitation to Madame Magda De Galan, President of the Brussels Capital Region Parliament and President of RETIS (European Transregional Network on Social Inclusion) to address the Council.
· an invitation to Hampshire Members of the UK Youth Parliament to join with members of the Council in asking questions of Madame De Galan.
6. To deal with questions pursuant to Standing Order 20 (b) (i).
7. To make such alterations in the membership of committees, panels and/or outside bodies which are not subject to proportionality rules, as the Council may think fit.
8. To receive and consider reports and recommendations of the following
requiring decision (Part I) and to make such orders thereon as the Council

14. Cabinet Portfolio - Spatial Strategy
To receive the report of the Chief Executive in accordance with Part 1: Chapter 14 of the Constitution outlining amendments made to the Constitution consequent upon the Leader of the Council's notification of the portfolio of the Executive Member for Spatial Strategy on 8 August 2003. The report appears in the Council book.
15. Questions to Cabinet
The Standards Committee suggested that the County Council continue to pilot this procedure. If that is agreed Members will have the opportunity for 30 minutes to put questions to the Cabinet on executive decisions made since the previous meeting of the Council. The list of the items on which questions may be put has been circulated separately for members' information and ready reference.
