1. Summary

1.1 The following decision is sought:

    That partnership funding of £6,000 be allocated to the English Basketball Association in support of their application to provide basketball activity in targeted primary schools in Hampshire.

    To support the delivery of basketball activity in targeted primary schools across Hampshire.

1. Introduction

1.1 This report considers an application for financial assistance in 2003/04 from the English Basketball Association.

1.2 Voluntary bodies and other organisations are invited to apply for annual revenue grants to assist them with their essential running costs. The support enables them to deliver sports development projects and activities in support of the County Council's "Strategy for Sport" as well as the corporate priority of supporting young people.

2. Financial Implications

2.1 Allocations totalling £142,679 were made on 24 April 2003 leaving £31,021 available for the rest of the year.

2.2 Partnership funding of £6,000 is recommended and set out in Appendix 1. If approved, £25,021 would remain available for allocation later in the year.

3. Legal Implications

3.1 The Council has wide powers under Section 19 Local Government (Miscellaneous Provisions) Act 1976 to provide recreational facilities, and to contribute by way of grant or loans towards expenses incurred by voluntary bodies in providing such facilities.

4. Recommendation

    That partnership funding of £6,000 be allocated to the English Basketball Association in support of their application to provide basketball activity in targeted primary schools in Hampshire.

The English Basketball Association (EBA) have identified that few opportunities exist for young people to take part in basketball in primary schools. This has been supported locally by the findings of the school sport partnerships and sports colleges in their recent audits of Hampshire's schools and has therefore been included in their development plans.

This partnership funding will enable the EBA to retain the services of the Active Sports Basketball Development Officer (currently part-time, 25 hours per week) to develop and implement a programme of basketball development that will provide teacher education, coaching and competition for pupils in targeted primary schools around Hampshire. Five areas will be targeted and will be selected from Hampshire County Council priority areas defined as meeting the needs of the Corporate Strategy with particular reference to vulnerable young people. Areas will also have links to junior clubs and appropriate facilities and where the local authority can provide support.
