1. DECLARATIONS OF INTEREST
All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.

To consider a report of the Director of Environment updating Members on the current position of district agency arrangements and the Highways Development Control Review.
6. TRAFFIC MANAGEMENT PROGRAMMES 2003/04 (Report herewith)
To consider the report of the Director of Environment detailing the main programmes of Traffic Management work in the New Forest area in 2003/04.
7. HIGHWAY MAINTAINANCE AND MINOR CAPITAL WORKS PROGRAMMES 2003/04 (Report herewith)
To consider the report of the Director of Environment outlining progress with regard to the 2003/04 Highway Maintenance and Minor Capital Works programmes, as well as giving an update on the 2003/04 Highway Maintenance budget.
8. UPDATE ON THE PROGRESS OF APPROVED TRANSPORT CAPITAL PROGRAMME SCHEMES (Report herewith)
To consider the report of the Director of Environment updating Members on transport schemes within the Capital Programme that have been approved by project appraisal for implementation in the New Forest area.

To consider the report of the Director of Environment outlining progress with regard to other programmes and initiatives within the Environment Department.
10. STREET LIGHTING (Report herewith)
To consider the report of the Director of Environment detailing progress made in Street Lighting Maintenance, Column Replacement, the Community Safety Initiative and the purchase of energy from 2004 onward.
11. CONTROL OF RAGWORT (Report herewith)
To consider the report of the Director of Environment outlining the problems associated with common Ragwort and detailing what is being done to control the weed within the confines of the public highway in Hampshire.
12. THE CONSTRUCTION OF VEHICULAR CROSSINGS FOR PRIVATE ACCESSES (Report herewith)
To consider the report of the Director of Environment detailing the changes to the procedure for dealing with the construction of vehicular accesses, enabling works to be carried out by either Hampshire Highways or an approved private constructor.
13. DATE, TIME AND VENUE FOR MEETINGS OF THE PANEL IN 2004
It is proposed to hold meetings of the New Forest Highway Management Advisory Panel on the following dates:-
Tuesday 16 March 2004, and
Tuesday 21 September 2004
Both meetings will commence at 2.00 pm and will be held at the offices of the New Forest District Council offices.
County Councillors attending as appointed members of this panel or by virtue of Standing Order 17.5; or with the concurrence of the chairman in connection with their duties as members of the Council as a local County Councillor qualify for travelling expenses.
