1. Summary

1.1 This report provides a progress update on transport schemes within the Capital Programme that have been approved by project appraisal for implementation in the New Forest area.

2. Transport Capital Schemes - Progress

      Bury Road/Jacob's Gutter Lane, Marchwood - Improvements £1.1 million

2.1 The scheme comprises reconstruction and widening of Bury Road/Jacob's Gutter Lane to 6.75 metres, together with drainage, kerbing and footway improvements. Phase I work commenced in July and is expected to be complete by October 2003. This phase comprises the length between the A326 spur road and Bury Farm. Phase II, which extends the scheme from Bury Farm up to the Normandy Way roundabout, is anticipated to follow in July/August 2004 after the installation of a gas main by Energis. The scheme is expected to be complete by September/October 2004 and will take advantage of the school summer holiday period.

    Fordingbridge, High Street - £180,000

2.2 This scheme involves the improvement of the Provost Street/High Street junction to provide additional space for pedestrian movements. Works are expected to start on site mid-October following British Telecom's advance works.

      A337 Brockenhurst - Zebra Crossing £21,000

2.3 Substantially complete.

      Old Milton Road/Gore Road/Whitefield Road, New Milton - Junction Improvements £168,000

2.4 The scheme involves the provision of a mini roundabout at the junction of Whitefield Road/Old Milton Road and the realignment of Old Milton Road/Gore Road priority junction. The provision of a cycle lane and pedestrian refuges is also included within the scheme. Works are expected to start in the autumn.

      Colbury Right Turn Facility and Ashurst Traffic Management -£1.45 million

2.5 The Colbury right turn facility will provide signal control for traffic from the A326 southbound to the A35 west, to end the need for traffic to
'U-turn' at Rushington roundabout. The scheme also includes speed restriction and traffic management measures between Colbury junction and Ashurst rail bridge, in association with the anticipated increase in westbound traffic following completion of the Colbury right turn. The measures include side road junction improvements, ghost islands and pedestrian refuges. Works are expected to start in March 2004.

      Hythe Pier Maintenance, Refurbishment and Interchange - £1.10 million

2.6 The scheme comprises the redevelopment of Hythe Pier and Bus Station interchange with environmental enhancements, including pier maintenance.

      Interchange

2.7 An assessment is being prepared for a future meeting of the South West Hampshire Transport Strategy Members Panel (SWHTS). This assessment will seek to determine the development of the interchange and ticket office with land ownership, lease details and potential impact on environmental designations. It will identify the need for any further assessment and include initial costings and ownership of assets, with drawings of the proposals which consist of three options for a new transport interchange area. The ticket office is to complement public access and staff arrangements. The facilities are to include office space, seating areas and public conveniences. It may be possible, subject to future funding, to add a more modern tram to replace the existing pier train and to link the pier to the local shopping area.

      Maintenance

2.8 Following the identification of maintenance issues for the pier, a report was approved by the Executive Member for Environment on 16 July 2002. Approval was given for the allocation of £90,000 per annum for a maintenance schedule for the five years 2003-2008. Part of this work included a full structural assessment to enable any future modification of the pier to be considered. The assessment is now complete and detailed design of structural maintenance is commencing to facilitate a maintenance programme to start in the summer of 2004. Deck and handrail replacement commenced in 2000 and is programmed to continue until 2004.

      Safer Routes To School - Netley Marsh Infant School - £40,000

2.9 Work is currently in progress to improve signing, provide traffic islands and resurface the A336 approaches to the school.
