AT A MEETING OF REGULATORY COMMITTEE B held at The Castle, Winchester on Monday 6 October 2003.

1. APPOINTMENT OF CHAIRMAN
That Councillor E.F. Gale, MBE be appointed Chairman for this meeting only.
2. DECLARATIONS OF INTEREST
Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should, normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.
3. DEPUTATION
The Committee received a deputation from Mrs L. Aitken a parent of two children attending Test Valley Secondary School expressing concerns about the walking route between Houghton and Stockbridge (Minute 3 refers).
4. SCHOOL TRANSPORT APPEAL - HOUGHTON TO STOCKBRIDGE PRIMARY SCHOOL AND TEST VALLEY SECONDARY SCHOOL
The Committee considered the report of the Director of Environment (Item 4 in the Minute Book) concerning the walking route between Houghton and Stockbridge.
The Committee also received supporting representations from Councillor M.J. Woodhall as Local Ward Member.
The Committee paid particular attention to safety factors along the route inspected and expressed concerns about the following points:-
· Narrow carriageway
· Unsatisfactory sight lines
· No space for pedestrians to step off the carriageway
· Unpaved areas
· Double bend at Drayton Close
Therefore, having carefully examined the route and weighed the arguments, the Committee concluded that the walking route from North Houghton for 800 metres northwards was unavailable for children attending Stockbridge Primary and Test Valley Secondary School both accompanied and unaccompanied.
RESOLVED:
That the appeal be allowed.
