AT A MEETING OF REGULATORY COMMITTEE B held at The Castle, Winchester on Thursday 9 October 2003.

PRESENT:

Councillors: E.F. Gale, MBE; M.S. Geddes; P. Luffman; R.H. Price.

1. APPOINTMENT OF CHAIRMAN

That Councillor M.S. Geddes be appointed Chairman for this meeting only.

2. DECLARATIONS OF INTEREST

Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should, normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed. Councillor J.V. Bryant acting as local Member declared a non-pecuniary interest relating to Minute No. 4 below as a governor of Henry Cort Community School.

3. DEPUTATIONS

The Committee received deputations from Mr Douglas and Mrs Reilly, parents of children attending Henry Cort Community School expressing concerns about the walking route between Titchfield Park and Henry Cort Community School.
(Minute No.4 below refers).

4. SCHOOL TRANSPORT APPEAL - TITCHFIELD PARK TO HENRY CORT COMMUNITY SCHOOL

The Committee considered the report of the Director of Environment (Item 4 in the Minute Book) concerning the walking route between Titchfield Park and Henry Cort Community School.

The Committee also received supporting representations from Councillor J.V. Bryant a Local Ward Member and representing Councillor Mrs D.R. Harrison who was unable to attend the walk and meeting.

    Having carefully examined the route and weighed the arguments, the Committee concluded that the route was available for children both accompanied and unaccompanied attending Henry Cort Community School.

    In particular, the Committee considered that the route was well lit and that there was a good pavement along the majority of the route. The Committee did however raise concerns about the stretch of pavement from the roundabout at Cartwright Drive to the Titchfield Road roundabout and requested that the Environment Department look into the maintenance of this section. The Committee also requested the Environment Department clarify with Henry Cort Community School their policy about the school entrance.

    RESOLVED:

    That the appeal be disallowed.
