QBP - Quality Bus Partnerships QBPs are being developed along the A30 Corridor in Basingstoke, and on two key routes in Eastleigh. Test Valley Borough Council is actively working with bus operators in the Andover area over proposals to refurbish and improve Andover Bus Station. Cango has been extremely successful to date in North West Hampshire, with plans to add further routes. Eastleigh Bus Station has just finished a refurbishment and enhancement scheme. |

Population Only Basingstoke meets the recommended population criteria of between 60,000 and 150,000. The ambiguity of defining Eastleigh Town's urban boundary, and the inclusion of neighbouring suburbs/settlements counts against its consideration. However the strength of the definable place of Andover Town and the fact that it is the local centre for North West Hampshire (as set out in the qualifying criteria) offsets the size of its smaller population. |

Self-Contained Centre The candidate towns must have a strongly identifiable sense of place and be established local employment and commercial centres. Basingstoke and Eastleigh were felt to have rather high levels of out-commuting towards other larger employment and commercial centres than Andover, which is the main centre for the northern rural area of Test Valley. Basingstoke however is a key centre and is arguably more important in the hierarchy of providing local services than Andover. Eastleigh is considered to be too close to Southampton - the key centre in Southern Hampshire. |

Traffic Traffic congestion has not been identified as a key issue in the candidate towns. The peak traffic periods are relatively short, compared with larger, more congested centres. All three towns have relative ease of vehicle movement in the peak, although there are capacity issues at key arterial junctions around Eastleigh Town Centre - which have been identified for remedial works complemented by other transport measures in CETS reducing reliance on the private car. Of the three towns, Eastleigh has the greatest volume of traffic flows. |

Partnerships The development of Local Strategic Partnerships (LSPs) with stakeholders is considered key to achieving the objectives of the transport strategy to be developed as part of this initiative. Monies secured from developer funding for redevelopment of the former Pirelli site in Eastleigh will enable a comprehensive package of sustainable transport measures to be developed by the Borough Council to service the new residential and commercial development. The proposed MDA near Andover is expected to release similar benefits for transport measures in Andover Town Centre. |
