Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

A review of maintenance and landlord liabilities is currently under way and consideration may be given to including some of this work in the contract should it prove economic and pragmatic to do so.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £1,524 per m2
- Gross Cost = £2,280 per m²

(a) Energy Costs
It is anticipated that the additional increase in fuel cost for the school will be in the order of £4.27 per m², or £1,924 per annum.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
Following a successful bid to the DfES for borrowing authority, the scheme detailed in this report has been produced to increase the school capacity to 1,750 places in line with the forecast numbers on roll. On completion of this project the double temporary classroom on site will be removed.3. DETAILS OF SITE
LOCATION
Brune Park Community School is located at Military Road, Gosport.
ADJOINING LAND AND BUILDINGS
The site is bounded by allotment gardens to the east, playing fields to the north and industrial development to the west. The route of the proposed Light Rapid Transport railway system runs southeast to northwest along the western school boundary. To the south of the site is Fort Rowner.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 20.57 acres (8.32 hectares). The DfES guideline for a school of this size is 27.75-29.97 acres (11.23-12.13 hectares).
PLANNING POSITION
A formal planning application was submitted to the Environment Department during September 2003.
SUITABILITY FOR PROJECT
These proposals have been approved by the Headteacher and Governors of the School as meeting the accommodation requirements of the School.
RESULTS OF TRIAL BORE HOLES
The ground investigation revealed highly shrinkable clay over sand and gravel. It is recommended that suspended ground floor slabs are used for both buildings.
Mass concrete strip footings which support the perimeter walls and precast concrete planks will be used for the Dance Studio extension.
Strip footings with an in situ suspended concrete ground floor slab cast on clay board will be used for the Dining Hall extension.
ACCESS
Pedestrian and vehicular access to the site is from Military Road. For the duration of the works, a separate contractor's entrance will be formed from Military Road into a temporary compound on the site of the existing staff car park. The car park will be reinstated on completion of the works. Secure hoarding and safe crossing points will be formed within the school site to ensure the safety and separation of staff, visitors and pupils from the contractor's operations.
COMMENTS ON SITE LAYOUT
The school site is roughly diamond shaped with the school buildings situated to the south and along the eastern boundary. Vehicular and pedestrian access is from Military Road to the east and the school playing field extends to the north of the school buildings.
The new dance studio will be located to the north of the existing school hall. The dining hall extension is located to the south of the existing dining hall.
MAINS SERVICES POSITION
The main incoming electricity supply requires reinforcement and the main electrical switchgear requires replacement.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Dining Hall - minor landscaping consisting of a paved approach to the extended building, including dropped kerbs and ramps to improve accessibility.
Dance Studio - the location of the building naturally forms a new courtyard area which will be enclosed by a new boundary wall. The new courtyard will be used as an external recreation area, bringing into use an area that was originally out of bounds to the students. There will be some associated tree/shrub planting in this area.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
Dance Studio
The new dance studio will provide the following accommodation:
· 200m² dance studio with semi-sprung timber floor, dance barres and mirrors
· Facility for Bleacher seating at a future date
· Accessible wc/shower for use of staff, disabled pupils and visiting performers
· Dance office
· Store
· Plant room
· Mezzanine level control gallery and store
Dining Hall extension
The dining hall extension will provide the following accommodation:
· 100m² extension to existing 235m² dining hall
· Ramp to replace existing steps to provide access to accessible wc and former stage area, providing breakfast-bar style seating area
· Lobby to be widened for better access to dining hall
· Two new window openings for light and ventilation
PLACES PROVIDED
On completion of this project, the school will have a capacity of 1,750 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The original school was built during 1964 with further accommodation being added during the late 1960's, 70's and 80's along with a teaching block constructed during 1994 and a science laboratory constructed during 1997. The latest addition was a drama block erected during 2001. The buildings are considered to be in good condition for their age and type.
TEMPORARY BUILDINGS
There is one double temporary building on site, which will be removed at the end of the contract.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The proposed scheme has been sited and designed to have minimal environmental impact and to reflect the character of the existing school buildings. The new Dance Studio will naturally form a new courtyard area which will be enclosed by a new boundary wall, to be used as a play area, bringing into use an area that was originally out of bounds to the students. This scheme also facilitates the removal of one temporary classroom presently on site.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
Dance Studio - sand faced Fletton brick to match existing. Roof - copper to match the neighbouring building. High level glazed screen to provide natural north light and maintain privacy.
Dining Hall - sand faced Fletton brick to match existing. Roof - combination of copper edge trims and high performance covering. Glazing to be aluminium framed clerestorey for ventilation and natural light.
FACILITIES FOR THE DISABLED
The Dance Studio scheme has been designed to provide level access throughout. An accessible wc/shower will be provided within the Dance Studio for use by staff, pupils and visiting performers. Ramping to replace existing steps in the dining hall will provide access to accessible wc and former stage area.
HEATING AND VENTILATION SYSTEMS
Dance Studio - a new mechanical supply and extract ventilation system will be provided to the main dance studio to maintain fresh air levels. A plant room located air handling unit will transfer the fresh air and remove the stale air via a ductwork distribution system and supply/extract grilles. Mechanical extract ventilation and a local instantaneous hot water heater will be provided to the wc's. A new gas fire boiler system will be provided to heat the studio building with heating distribution pipework feeding radiators and the dance studio ventilation system.
Dining hall extension - mechanical ventilation will be provided by means of wall-mounted extract fans. Local modifications will be carried out to the existing unit heaters to cater for the new layout and new heaters will be provided to the extension to match.
SPRINKLER SYSTEM
This is not a stand-alone building on a green field site and, in addition, a risk assessment concludes this to be very low fire risk category buildings and therefore a sprinkler system will not be installed.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been approved by the Headteacher and Governors of the school and are considered to be the most appropriate way of providing the required accommodation.
CAR PARKING
No additional parking spaces will be provided as part of this scheme.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Director of Environment, Chief Fire Officer, local County Councillor.
5. THE BUILDING DEVELOPMENT
The proposals outlined in this appraisal will provide a dance studio and extended dining facilities to meet the needs of the school.
