Summary

1.1

Hiltingbury Junior School is located in Hiltingbury Road, Chandler's Ford. The school has a roll of 384 pupils (7-11 years). The school is a SCOLA building constructed in 1969.

1.2

The total cost of the scheme to provide accommodation as part of the Education Department's Modernisation Programme, is £426,000, excluding fees. An allocation of £327,000, excluding fees, has been made in the Education Committee's 2003/04 Capital Programme, £43,000, excluding fees from Schools Access Initiative funding, £26,000, excluding fees, from P&R landlord funding for demolition and reinstatement of an existing double temporary classroom in very poor condition, and associated works, and the school is making a contribution of £30,000.

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

Scope of the Works

2.1

It is proposed to construct the new accommodation within a two storey extension on the site of an existing temporary classroom located in the southwest corner of the school site. The scheme will provide two general teaching classrooms, an IT suite and a language unit, with associated storage, plant and circulation areas. The extension will be constructed of facing brickwork with aluminium doors and windows to complement the existing building.

Landscaping works associated with this scheme include regrading and reseeding to align with the existing site levels and current grassed landscape areas. New paving will form the external covered area with ramped access provided to align with the existing pavement levels. The ground surface to the site of the existing temporary classroom will be made good and reseeded to match the current grassed landscape.

Funding and Timing

3.1

An allocation of £327,000, excluding fees, has been made in the Education Committee's 2003/04 Capital Programme, £43,000, excluding fees from Schools Access Initiative funding, £26,000, excluding fees, from P&R landlord funding for demolition and reinstatement of an existing double temporary classroom in very poor condition, and associated works, and the school is making a contribution of £30,000.

3.2

Subject to the necessary approvals it is anticipated that tenders will be invited during November 2003, work will commence on site during January 2004 and be completed during August 2004.

Conclusion

This scheme will provide the additional permanent classroom accommodation required by the school, whilst facilitating the removal of one temporary classroom from site. Accordingly, approval is sought to this design project appraisal.
