Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

        It is anticipated that the additional increase in fuel cost for the school will be in the order of £541 per year or £3.68 per m².

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          As a result of the review of primary education in South West Basingstoke following the fire at Beechdown Primary School, it was agreed to expand Chalk Ridge Primary School to 420 places.

          The opportunity to improve specialist facilities has also been taken as part of the building project.

      3. DETAILS OF SITE

          Chalk Ridge Primary School is located at Sullivan Road, Brighton Hill, Basingstoke.

          ADJOINING LAND AND BUILDINGS

          The site is bounded on all sides by residential development, with playing fields to the northwest.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area is 4.92 acres (1.99 hectares). The DfES guideline for a school of this size is between 4.00-4.55 acres (1.62-1.84 hectares). Any potentially surplus land is without vehicular access.

          PLANNING POSITION

          A formal detailed planning application was submitted to the Environment Department on 1 July 2003.

          SUITABILITY FOR PROJECT

          These proposals will provide additional teaching accommodation and a dedicated library facility at the school.

          The Headteacher and staff have been consulted throughout the feasibility and design stages and the proposals have been agreed by the School Governors and Headteacher.

          RESULTS OF TRIAL BORE HOLES

          Generally the site comprises approximately 300mm of topsoil overlying chalk. Foundations will be traditional trench fill with a ground bearing ground slab.

          ACCESS

          The main school entrance is at the southern end of the site with vehicular access from Sullivan Road (used mainly for staff and visitors). The pupil entrance to the site is to the north of the main block.. The different year groups have their own entrances into the school building, reception classes at the northern end of the smaller block, infant classes at the northern end of the larger block and junior classes to the southern end of the larger block.

          The contractor will use the main school entrance for access with compound sited in the car park to the southeast of the entrance/admin block. Temporary parking will be provided on the play area in front of the turning head to the southwest of the larger teaching block accessed from Tallis Gardens.

          COMMENTS ON SITE LAYOUT

          The sloping site is rectilinear in shape. The school grounds and play areas are relatively generous and organised on four tiers. The school building is located on the top tier at the southeast end of the site and the hard play area and playing fields on the lower tiers.

          MAINS SERVICES POSITION

          The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

          LANDSCAPE PROPOSALS

          It will be necessary to remove a number of trees as part of this scheme, but these are to be replaced in a position to be agreed with the School. In the area of the classroom extension it is proposed to modify the existing entrance gates and provide a new entrance gate to serve the reception class. The existing planting will be modified and enhanced with new planting. At the library extension end it is proposed to modify the entrance area and provide barrier protection to the carriageway. The landscape removed will be replanted and enhanced with new planting where the existing path from the car park is to be removed.

        4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          It is proposed to provide two new 54m² classrooms and circulation either side of the recent single classroom extension at the northern end of the original SCOLA building and a new 35m² library to the southern end. The single classroom extension will be refurbished to provide an IT area, thus freeing up the circulation space currently occupied by IT equipment.

          The proposed classrooms will be built on either side of the existing single classroom and aim to rationalise the accommodation and access at this end of the larger block by extending as far as is practical the building line of the original SCOLA building.

          The library abuts one side of the south elevation of the original SCOLA building and maintains the existing junior entrance into the school and forms a new gated entrance to the site.

          The new accommodation will provide:

          2 classrooms

          Corridor

          1 library

          Dedicated IT space within existing classroom area

          PLACES PROVIDED

          There will be 420 places on completion.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The original school building is of single-storey, steel framed SCOLA construction, erected in 1974. There have been two subsequent extensions, an admin, music/drama and reception class block to the east of the original building and a more recent single classroom extension to the north end of the original building. Both are single-storey flat roof extensions with brick panels and aluminium windows. The school now comprises two distinct blocks of accommodation in an `H' shape. These buildings are considered to be in good condition for their age and type.

          TEMPORARY BUILDINGS

          A temporary classroom will be required during the period of the contract. This will be removed at the end of the contract.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The proposed extensions have been sited and designed to enhance and rationalise the existing school buildings and the surrounding area and will have minimal environmental impact.

          TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The external walls of the classroom extension will be constructed in largely load-bearing rendered masonry walls with aluminium windows and screens, under a high performance roof. Sun shading will be provided to the northwest elevation to prevent solar gain to the classroom. Aluminium glazed screens separate the new classrooms from the original SCOLA building.

          The library abuts one side of the south elevation of the original SCOLA building, maintains the existing junior entrance into the school and forms a new gated entrance into the site. The existing high performance flat roof will extend over rendered masonry walls and aluminium windows and screens. Due to the southerly orientation of the library, sun shading will be provided over the junior entrance to shade the entrance and library screens. Clerestory windows have been used on the southwest and southeast facades to provide natural light to the library without the loss of wall space. As with the classroom extension, aluminium screens are used to separate the library from the original SCOLA building.

          FACILITIES FOR THE DISABLED

          The proposed extensions to the school have been designed with level access throughout.

          HEATING AND VENTILATION SYSTEMS

          The heating system will comprise steel panel radiators at the perimeter of each classroom. New distribution pipework is proposed because the extensions are at the extremes of the buildings.

          The girls' toilet next to the new library, which was previously naturally ventilated, will now be provided with mechanical ventilation.

          SPRINKLER SYSTEM

          The proposal is to provide extensions to the existing school buildings and as such the works do not constitute new stand-alone buildings on a green field site and, in addition, a risk assessment concludes this to be a very low fire risk category building and therefore a sprinkler system will not be installed.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals have been agreed by the Headteacher and Governors of the school as being the most appropriate form of development to provide additional teaching accommodation and library at the school.

          CAR PARKING

          No additional car parking spaces will be required as a result of this scheme.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Director of Environment, Chief Fire Officer, local Councillor.

      5. THE BUILDING DEVELOPMENT

          The scheme has been designed to provide the two additional classrooms and dedicated library space required by the school, whilst enhancing and rationalising the existing school buildings.

      7. FURNITURE AND EQUIPMENT

          From the block vote in the Education Committee's Capital Programme.

          This scheme will have no effect on staffing numbers.
