      Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

        It is anticipated that the additional increase in fuel cost for the school will be in the order of £2,681 per year or £4.04 per m².

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          COUNTY EDUCATION OFFICER TO COMMENT PLEASE

          The school has capacity of 180 places, 60 of which are provided in a double temporary classroom in very poor condition. There are 160 pupils on roll at present and it is projected to remain at this level for the foreseeable future.

          The proposed scheme will replace the temporary classroom and also provide the school with music, library and ICT facilities.3. DETAILS OF SITE

          LOCATION

          Fordingbridge Infant School is located at Penny's Lane, Fordingbridge.

          ADJOINING LAND AND BUILDINGS

          The school shares a site with Fordingbridge Junior School. The site is bounded by residential development to the south and west, the Burgate Secondary School to the east and farmland to the north.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area is 2.4 acres (0.97 hectares). The DfES guideline for a school of this size is 2.14-2.47 acres (0.87-1.00 hectares).

          PLANNING POSITION

          Planning permission for this scheme was granted in September 2003.

          SUITABILITY FOR PROJECT

          These proposals will provide permanent teaching accommodation and facilitate the removal of one temporary classroom currently on site and have been approved by the Headteacher and Governors of the School as meeting the accommodation requirements of the School.

          RESULTS OF TRIAL BORE HOLES

          Inspection of the report of trial holes at the adjacent Burgate School indicate ground conditions to be good - valley gravel over redding beds. It is therefore anticipated that conventional strip footings will be appropriate for the foundations in the extension.

          ACCESS

          The only vehicular access to the Infant School is from Penny's Lane over a shared driveway with the Junior School.

          COMMENTS ON SITE LAYOUT

          The Infant School site is essentially a level rectangular shape. The existing single storey school building is positioned diagonally across the site. The main entrance is located in an obvious position at the front of the school. The hard playcourt areas are also at the front of the school, with a field to the rear.

          MAINS SERVICES POSITION

          The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

          LANDSCAPE PROPOSALS

          A new paved area will be constructed immediately outside the new classrooms with a new path to the rear linking the existing hall to the new classroom wing. Some planting will be implemented around the proposed new building.

      4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          The proposed extension will provide permanent classroom accommodation to replace a double temporary building currently on site. A music room, library and IT area are also provided as part of this scheme.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The original school building is of traditional design, erected in the 1970's, a classroom extension being added in 1994. These buildings are considered to be in good condition for their age and type.

          TEMPORARY BUILDINGS

          There is currently one temporary building on site and on completion this scheme will facilitate its removal.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The extension is sited along an existing access path onto the school site. It has been positioned away from the boundary adjacent to housing and overlooks an area of field to the rear of the temporary building. The siting of the extension in this location will enable the existing hard play area to be physically and visually linked to the field, thereby allowing the children greater and better use of the external areas of the site.

          The extension has been designed to complement the scale and aesthetics of the existing buildings.

          The circular plan form of the music room defines a different activity and has been planned so that any future extensions could be accommodated.

          TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          Facing brickwork will be selected to match the existing bricks. The roof will match the existing but will overhang the walls to offer shading of the windows into the classrooms and reduce solar gain. The windows will be aluminium framed.

          FACILITIES FOR THE DISABLED

          The new extension will provide level access to the existing school and the outside. A new accessible toilet with changing area will be provided.

          HEATING AND VENTILATION SYSTEMS

          The existing electrical installation will be extended and a new independent gas boiler will be installed to serve the extension.

          SPRINKLER SYSTEM

          This is not a stand-alone building on a green field site and, in addition, an assessment concludes it to be a very low fire risk category building and therefore a sprinkler system will not be installed.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          This scheme has been designed to provide two new permanent classrooms, music room, library and IT area and will meet the current requirements of the Infant School.

          CAR PARKING

          The proposed extension will not require the appointment of additional staff and no additional car parking spaces will be provided.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher and Governors of the School, County Education Officer, Director of Environment, Chief Fire Officer, local County Councillor.

      5. THE BUILDING DEVELOPMENT

          The School currently has a double temporary classroom unit on site. This is in very poor condition and the proposed extension will provide permanent classroom accommodation and facilitate removal of the temporary unit. The scheme also provides a music room, library and IT area, a need identified by the asset management plan and Ofsted inspection.
