Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

Landlord funded works associated with this scheme include demolition and reinstatement of a double temporary classroom in very poor condition, removal of existing glazing and associated works, removal of an existing external wall and associated works and provision of a temporary classroom, including foundations, electricity and access path.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

(a) Energy Costs
It is anticipated that the additional increase in fuel cost for the school will be in the order of £684 per year or £3.75 per m².
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
Hiltingbury Junior School has a capacity of 360 places including 120 provided in two double temporary classroom units (one in very poor condition and the other in fair condition). There are 388 pupils on roll at present and it is forecast to drop to 335 by 2007/08. The proposed project will replace the double temporary classroom in very poor condition and also provide an ICT suite and a language unit (which will complement the provision in the infant school). The remaining double temporary classroom will be left on site for the time being.3. DETAILS OF SITE
LOCATION
Hiltingbury Junior School is located at Hiltingbury Road, Chandler's Ford.
ADJOINING LAND AND BUILDINGS
Hiltingbury Junior Schools occupies a shared site with Hiltingbury Infant School. The western boundary is bordered by community recreational facilities, all other boundaries by residential development.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 3.39 acres (1.37 hectares). The DfES guideline for a school of this size is 4.52-4.99 acres (1.83-2.02 hectares).
PLANNING POSITION
A detailed planning application was submitted to the Environment Department during June 2003.
SUITABILITY FOR PROJECT
As part of the Education Department's Modernisation Programme, the scheme provides a permanent extension consisting of two general teaching classrooms, IT suite and a Language Unit, to replace one of the temporary classrooms currently on site.
The proposals outlined in this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the School.
RESULTS OF TRIAL BORE HOLES
The site consists of 80cm of made ground overlying the natural clayey sands known as Whitecliff Sand Pebble Beds.
Conventional concrete strip or pad foundations with suspended pre-cast concrete floor between sleeper walls and strip foundations is recommended.
ACCESS
Current pedestrian and vehicular access to the site is from Hiltingbury Road to the north of the site.
There is only one main vehicular entry point into the school site from Hiltingbury Road, and this will therefore be managed as part of the Health and Safety Plan and co-ordination with the various user groups. Once on the site and for the duration of the contract, it is proposed to utilise an existing access gate at the southwestern boundary, thus allowing contractor's vehicles direct access to the area of the extension. This gate adjoins the Borough Council's community recreational and car parking facilities. Consequently, vehicular access to this point for the duration of the works has been agreed in principle by Eastleigh Borough Council.
COMMENTS ON SITE LAYOUT
The proposed extension will be sited on the current location of one of the temporary timber buildings. It will involve the demolition of the existing temporary building and the removal of two silver birch trees. It is proposed to provide a double temporary building for the duration of the construction of the extension, to be sited to the northeast of the school building.
MAINS SERVICES POSITION
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
· The site will be regraded and reseeded to align with the existing site levels and current grassed landscape areas
· New buff paving slabs will be used to form the external covered area with ramped access provided to align with the existing pavement levels
· Where the existing temporary classroom block is removed, the ground surface will be made good and reseeded to match the current grassed landscape.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to replace one temporary building currently on site with a permanent extension, providing:

IT suite
Language unit
Classroom stores
General store
Corridor with cloakroom bays
PLACES PROVIDED
60 replacement.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The existing main school building was constructed in 1969 and is SCOLA design. The building is considered to be in fair condition for its age and type.
TEMPORARY BUILDINGS
There are currently two temporary classrooms on site, one of which will be demolished on commencement of the works as it is located on the area of the proposed new classroom extension. The second temporary classroom to the southwest corner of the site will be retained. It will be necessary to site an additional temporary classroom to the northeast of the school building for the duration of the contract.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The proposed extension is sited and designed to have minimum environmental impact. Pupils and staff will not be increased as a result of this extension and thus no additional car parking will be provided.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The extension is designed to be a two-storey structure, generally to align with the height of the existing building.
The extension will be constructed of red facing brickwork, with aluminium doors and windows, all to complement the overall appearance of the existing building. The proposals will incorporate a roof overhang and brise soleil, to provide solar shading to the south elevation, thus also providing an area of covered external play. Individual coloured glass blocks will be incorporated on both the west and north elevations as a feature to the brickwork panels.
FACILITIES FOR THE DISABLED
The proposed extension will adjoin at the floor level of the main school building, thus providing access to the main special needs facilities housed within the existing school.
The extension will incorporate level thresholds generally and where necessary contrasting colours and materials will be incorporated, particularly for final exit and stair areas.
HEATING AND VENTILATION SYSTEMS
The proposed new classrooms will be naturally ventilated. Additional mechanical ventilation will be provided to the IT suite.
The building will be heated by radiators.
SPRINKLER SYSTEM
This is not a stand-alone building on a green field site and, in addition, an assessment concludes this to be a very low fire risk category building and therefore a sprinkler system will not be installed.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
This scheme has been agreed by the Headteacher and Governors of the School as being the most appropriate design to provide the teaching accommodation required by the school.
CAR PARKING
Pupil and staff numbers will not increase as a result of this scheme and therefore no additional car parking will be provided.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Director of Environment, Chief Fire Officer, local County Councillor.
5. THE BUILDING DEVELOPMENT
The proposed classroom extensions will provide the teaching accommodation required by the school whilst facilitating the removal of one temporary classroom from the site.

7. FURNITURE AND EQUIPMENT
From the block vote in the Education Committee's Capital Programme.
8. STAFFING
The staffing requirement of the school will not change as a result of this scheme.
