That the building design project appraisal for the Lee-on-Solent Infant School scheme be approved.

Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

There is no landlord funded work associated with this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

(a) Energy Costs
It is anticipated that the additional increase in fuel cost for the school will be in the order of £495 per year or £4.23 per m².
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
There is a growth in numbers at the school (projected to rise to 268 by September 2006) which requires a one classroom extension to take the capacity of the school to 270 places. The best way to achieve this is to relocate an existing playgroup in the school and provide them with a purpose-built unit. The space freed up by the playgroup will return to an infant classroom.
At the same time, there is an opportunity to provide a music room, to provide the specialist accommodation for the delivery of that part of the national curriculum.3. DETAILS OF SITE
LOCATION
Lee-on-Solent Infant School is situated at Salisbury Terrace, Lee-on-Solent.
ADJOINING LAND AND BUILDINGS
The school shares a site with Lee-on-Solent Junior School. The site and neighbouring common ground combine to form a large area of open space containing several community facilities which are surrounded on all sides by medium density residential developments dating from the early 20th century.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 1.5 acres (0.6 hectares). The DfES guideline for a school of this size is 1.86-2.27 acres (0.75-0.92 hectares).
PLANNING POSITION
An application for detailed planning permission was submitted to the Environment Department during August 2003.
SUITABILITY FOR PROJECT
These proposals have been approved by the Headteachers and Governors of the School as meeting the accommodation requirements of the School.
RESULTS OF TRIAL BORE HOLES
Results of site investigation are awaited.
ACCESS
Pedestrian and vehicular access are from Elmore Road.
COMMENTS ON SITE LAYOUT
The site is rectilinear in shape, the Junior School being sited to the south of the site, the Infant School to the north.
MAINS SERVICES POSITION
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
The nursery will benefit from a new external hard play area of approximately 90m². The existing paths around the school will be modified to maintain the existing paved route between the Infant and Junior schools. An existing seating area with planting which lies in the site of the proposed music room will need to be dismantled as part of the new works. It is proposed that the more mature plants are relocated and the timber sleepers that make up the seating area are utilised in the external works to the nursery.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to construct two new extensions to the existing building on the northeast and southeast corners to house a new nursery and a new music room.
The accommodation to be provided consists of:

PLACES PROVIDED
30 additional places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The Infant School consists of a SCOLA main building, erected in 1974, and an office extension of traditional build, constructed in 2001. These buildings are considered to be in good condition for their age and type.
TEMPORARY BUILDINGS
There are no temporary buildings on site and none will be required for this scheme.SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The two new extensions will adjoin the existing main school building, the new nursery will extend from the northeast corner and the new music room from the southeast corner of the building. The buildings are designed to complement the existing school building, with roofs at the same level as the adjoining existing roofs.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The music room and nursery are timber structures with cladding and fenestration to complement the existing school building. Both of the rectangular spaces have a main glazed aspect with the other three sides being mainly solid. The east and west walls are perforated by a sequence of small glazed openings which are intended to cast coloured light into the rooms.
The structural system to be employed will consist of a timber frame with glulam beams and timber posts, all of which become external on the main aspects. The cladding is natural cedar board featuring double glazed coloured windows. The glazing and external doors are timber framed and double glazed, except for the music room external door which will receive the same cladding as the walls. The music room will receive an additional brise-soleil to control the solar gain on the south-facing aspect.
FACILITIES FOR THE DISABLED
There is level access throughout the Infant School and this theme will be continued in the nursery and music extensions. A reconfiguration of the toilet spaces adjoining both extensions will provide an accessible wc in both areas. In addition, two accessible toilets are presently provided in the main classroom areas.
HEATING AND VENTILATION SYSTEMS
New heating plant will be required to serve the new extensions. The present boiler room has insufficient space to accommodate further plant and space within the adjacent store is proposed for the new boiler and associated equipment. The existing heating system will be extended to serve the new extensions.
SPRINKLER SYSTEM
This is not a stand-alone building on a green field site and, in addition, an assessment concludes it to be a very low fire risk category building and therefore a sprinkler system will not be installed.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
This scheme has been designed to provide the nursery and music accommodation required by the school and has been agreed by the Headteacher and Governors of the school as being the most appropriate design solution.
CAR PARKING
There will be no additional provision of car parking spaces as part of this scheme.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Chief Fire Officer, local County Councillor.
5. THE BUILDING DEVELOPMENT
The proposed scheme will provide a purpose built nursery and a music room which will provide specialist accommodation for the delivery of that part of the national curriculum

7. FURNITURE AND EQUIPMENT
