      Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

Value of Land already acquired for this Project

      The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

        It is anticipated that the additional increase in fuel cost for the school will be in the order of £420 per year or £4.39 per m².

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          Funding has been secured to replace the temporary classroom which is in very poor condition. The scheme provides two new classrooms, enabling one existing classroom space to be available to the school for specialist teaching.3. DETAILS OF SITE

          LOCATION

          Long Sutton Primary School is located at Hyde Road, Long Sutton, Basingstoke.

          ADJOINING LAND AND BUILDINGS

          The school is located in a rural setting overlooking open countryside and adjacent to a quiet access road. The site is bounded by residential housing to the north, parish council playing fields to the southwest and open land to the west and south.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area is 3.17 acres (1.28 hectares). The DfES guideline for a school of this size is 1.68-1.95 acres (0.68-0.79 hectares). The theoretically surplus land is formed by the future playing field reservation which has no potential for a more valuable use.

          PLANNING POSITION

          A detailed planning application was submitted to the Environment Department in September 2003.

          SUITABILITY FOR PROJECT

          This scheme will provide the extra teaching space and improved reception class facilities required by the school.

          RESULTS OF TRIAL BORE HOLES

          Site investigations are currently being undertaken.

          ACCESS

          There are two pedestrian accesses from Hyde Road. The existing entrance gate will be relocated and adjusted to enable an access ramp to be provided to the front entrance of the school, linking the entrance/teaching level with the proposed external reception play area, The second gate to the boundary will be relocated eastwards to form an entrance to the proposed classrooms extensions.

          For the duration of the works, the contractor will form a temporary access and compound on an area to the west of the school site for the classroom extension work. The contractor will also need to access the area to the east of the site for the works to the reception class area and will form a temporary access and compound adjacent to the existing main entrance.

          COMMENTS ON SITE LAYOUT

          The school site is irregularly shaped, the school buildings being clustered to the west of the site, with parish council playing fields to the southwest. The site is bordered by open land to the east and village housing to the north.

          MAINS SERVICES POSITION

          A new electricity mains supply is required as a result of this scheme.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

          LANDSCAPE PROPOSALS

          · existing temporary classroom to be demolished and site made good to form extension to existing hard play area

          · existing entrance gate to be relocated to enable access ramp to be provided to main school entrance

          · second entrance gate to be relocated to the west and hard path to be formed along western boundary of school

          · area between school and road to be landscaped to provide external areas for the relocated reception area and adjacent existing classrooms

          · existing hedge to road boundary to be reinforced to make external area secure

      4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          It is proposed to construct two new teaching areas, a new tutorial room and an extension to an existing teaching area to provide an enlarged reception class area with associated wc facilities. In addition, internal alterations will be made to the existing school to provide improved library/resource facilities, staff accommodation and reception/office space.

          The following accommodation is proposed:

          · classroom and associated store room

          · music/drama space and associated store room

          · tutorial space

          · enlarged reception class with associated wc facilities

          PLACES PROVIDED

          104 places.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The original school, of traditional construction, was erected in 1910. Additions were made in the 1990's consisting of kitchen, staff room, hall and toilets.

          TEMPORARY BUILDINGS

          There is one temporary building on site which is in poor condition and will be removed at the end of the contract.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The school is located in a quiet, rural area and the proposed extensions are to the west of the existing buildings, away from the residential properties located to the north of the school buildings. The extensions will be of brickwork and roof tiles to match the existing school. The extensions to the main school entrance area associated with the enlarged reception class will complement the existing structures. The existing landscaped area to the west of the school will be relocated, with a new path from the relocated second pedestrian access provided to this end of the school.

          TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The new teaching areas to the west end of the school will be constructed of brickwork and roof tiles to match the present school and fenestration to complement the existing. The first classroom follows the roof form of the existing school, but has a larger dormer window and a corner bay window. A new tutorial space set back from the road will link the old and new buildings. The teaching area to the rear will have a reduced eaves height that is more in keeping with the scale of the existing rear elevations. By extending the main corridor, coat hanging areas have been provided to both new teaching areas and a physical link to the external garden area is maintained. A new ramp will be provided to link the entrance/teaching level with the external reception play area.

          FACILITIES FOR THE DISABLED

          There is an existing accessible wc within the school. As part of this scheme, an access ramp will be provided to the front entrance.

          HEATING AND VENTILATION SYSTEMS

          The existing gas fired boilers do not have the capacity to heat the proposed new classroom extension and it is therefore proposed that a new gas fired boiler is installed, located within the new classroom extension. The new boiler will supply underfloor heating located within each classroom.

          SPRINKLER SYSTEM

          This is not a stand-alone building on a green field site and, in addition, an assessment concludes it to be a very low fire risk category building and therefore a sprinkler system will not be installed.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals have been approved by the Headteacher and Governors of the School as meeting the accommodation requirements of the School.

          CAR PARKING

          There is no on-site car parking at this school and therefore no alterations associated with this scheme.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Director of Environment, Chief Fire Officer, local County Councillor.

      5. THE BUILDING DEVELOPMENT

          This scheme will provide permanent teaching accommodation and improved library/resource/staff accommodation/reception and office areas, whilst facilitating the removal of one temporary classroom at present on site.

      7. FURNITURE AND EQUIPMENT

          From the block vote in the Education Committee's Capital Programme.

      8. STAFFING

          The staffing requirement of the school will not change as a result of this scheme.
