Summary

1.1

Hythe Primary School is located at School Road in Hythe, Southampton. The original Victorian school buildings were erected c.1890. In the 1950's three aluminium framed and clad classrooms, boiler house and toilet extension were added. The most recent addition was a four-class extension of traditional construction, erected in 1994.

1.2

Hythe Primary School is one of the feeder schools to Noadswood Secondary School, one of the fully resourced PD secondary schools in Hampshire. As part of this scheme, Hythe Primary School will therefore be fully adapted to provide appropriate facilities for pupils with disabilities to link with the resource provision at Noadswood Secondary School.

The total cost of the scheme to provide a new extension consisting of a hall, kitchen, music room and therapy room, plus remodelling of the existing kitchen and hall to form two classrooms and an IT suite is £757,000, excluding fees. An allocation of £679,000 has been made in the Education Committee's 2003/04 Capital Programme and the School is contributing £78,000, excluding fees.

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

Scope of the Works

2.1

It is proposed to build a new hall, kitchen, music room and therapy room extension to the rear of the existing school buildings, forming a link from the existing office accommodation. A covered way will also link the new building to existing wc's and classrooms. An enclosed courtyard area will be formed to the south of the new hall allowing classrooms to open onto this area. The existing hall and kitchen located at the school entrance will be remodelled to form two new classrooms, an IT suite and associated storage.

The setting of the building extension will be enhanced visually by new planting and an opportunity will be taken in the courtyard formed by the new building to improve ease of access from existing classroom doorways to open onto a landscaped area with improved paving, planting and seating for the benefit of children's learning, play and social interaction.

Funding and Timing

3.1

Funding of £679,000, excluding fees, has been allocated in the Education Committee's 2003/04 Capital Programme. A school contribution of £78,000, excluding fees, is to be made.

Subject to the necessary approvals it is anticipated that tenders will be invited during September 2003, work will commence on site during November 2003 and be completed during September 2004.

Recommendation

That the design project appraisal for Hythe Primary School at an estimated cost of £784,000 excluding fees be approved.
