1. Summary

1.1 This report brings Members up-to-date on progress made and new issues arising since the last report to this Panel in March 2003.

2. General Progress Charts

2.1 An annual summary of the Traffic Management Studies and Traffic Regulation Orders that have been, or are currently being, undertaken is attached as an appendix.

3. Traffic Management Studies

3.1 The format of Traffic Management Studies presented to Local Area Committees has recently been changed. A `Technical Report' is now produced, containing all the detailed information and data relating to the study. An `Executive Summary' is a synopsis of this information, submitted to Committee, which makes for easier reading and shorter reports. The `Technical Report' is made available on the website for the reader to gain more detailed information, if required. The feedback to date has been very positive.

4. Traffic Regulation Orders

4.1 Work on the backlog of Traffic Regulation Orders (TROs) referred to in the previous report continues. There are now no outstanding TROs within the Borough that have not been commenced (with the exception of those that cannot be started for reasons outside Borough Council control).

4.2 The allocated funding from Hampshire County Council of £11,000 for implementation of TROs was spent within the first quarter of this financial year. A `top-up' bid has been made to the County Council for additional funding and confirmation has been received that £14,400 will be allocated, in addition to the original £11,000. This will enable the programme of schemes already implemented to be fully funded. In addition, schemes awaiting implementation in Upper and Lower Northam Road will now be completed and schemes to be advertised in Satchell Lane and Chapel Road can be progressed. The total number of schemes implemented in this financial year through the Agency programme, taking into account this enhanced budget, will be eleven. A further five have been implemented through alternative funding sources.

4.3 Bids for further funding of schemes at Townhill Way (£13,000) and for 20 mph roundels at existing zones (£10,000) will be discussed again later in the year when the overall county budget situation becomes clearer following further top-up bids from other districts. An additional allocation may be possible at that time.

4.4 Alternative funding will be sought for any new schemes added to the programme, in an effort to prevent a backlog building up again.

5. Decriminalisation of On-Street Parking Enforcement

    Signs and Lines Review

5.1 The objective for the project overall is to prepare TROs for Eastleigh Borough Council for enforcement under the Road Traffic Act 1991.

5.2 In order to do this, schedules must be produced which accurately reflect the TROs that are currently represented on the ground by signs and road markings.

5.3 A review has been undertaken to ensure that all signing and lining concur with existing TROs. Where discrepancies exist, investigations are currently being made as to whether the TRO should be amended or the lines and signs changed accordingly. This is well underway, with the majority of the town centre having been assessed.

5.4 The data has been entered onto Parkmap, a database software package specifically designed for this purpose. This will be used for all future TROs to pictorially represent what is on the ground. The information will eventually be made available for viewing by the public on the Borough Council's website when Decriminalised Parking Enforcement comes into operation.

6. Agency Traffic Management Agreement

6.1 The Agency Traffic Management Agreement has not yet been signed by the Borough Council. A revised draft agreement relating to the powers and functions that may be exercised by the Borough Council on behalf of the County Council has been prepared by the County Chief Executive and is to be discussed with the Borough Council's legal department before the agreement is finally signed. The amended deadline for doing so is end of March 2004, however, it is hoped that this will be completed much sooner.
