Winchester on Tuesday 21 October 2003.

80 DECLARATIONS OF INTEREST
Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should, normally at the time of debate, declare their interest and, having regard to the circumstances described in paragraphs 9,10,11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.

The minutes of the meeting held on Tuesday 24 June 2003 were confirmed as a correct record and signed by the Chairman.

The County Education Officer thanked the Panel for the sincere letter received on the death of his parents.

The County Education Officer updated the Panel on further developments at this School.

84 EVALUATION OF THE WORK OF HAMPSHIRE INSPECTION ADVISORY SERVICE (HIAS)
The Panel considered a report of the County Education Officer (Item 5 in the Minute Book) detailing the results of the surveys of Headteachers' views of the work of the Hampshire Inspection and Advisory Service during the 2002/03 year. The report set out the results of the Inspection survey which had identified Schools to be in need of improvement. This had proved invaluable to helping the Schools become more effective and had formed part of the evaluation of the Education Department Plan and although the results were positive it had identified some training needs.
RESOLVED:
That the report be noted.
85 PARK COMMUNITY SCHOOL, HAVANT
The Panel considered a report of the County Education Officer (Item 6 in the Minute Book) providing an update on developments at this School. The County Education Officer advised that he was pleased to report that this clearly demonstrated how a School could drastically improve, improve the life chances for children and be an inspiration to the community.
RESOLVED:
That the headteacher, governing body, Local Education staff, staff and
pupils of Park Community School be congratulated for their commitment to
improvement and to the standards achieved.
That the good practice operating in Park Community School be shared
across the community of Hampshire Schools.
86 EXCLUSION OF THE PRESS AND PUBLIC
RESOLVED:
That, by virtue of paragraphs 1, 7, 11 and 13 of Part 1 if Schedule 12A of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following items.
87 STAUNTON PARK COMMUNITY SCHOOL, HAVANT (CONFIDENTIAL)
The Panel considered a confidential report of the County Education Officer (Item 8 in the Minute Book) providing an update on developments at this school.
RESOLVED:
(i) That the report be noted.
(ii) That the School continue to be kept under close scrutiny and that the current level of support continue.
88 LANGDOWN JUNIOR SCHOOL, HYTHE (CONFIDENTIAL)
The Panel considered a confidential report of the County Education Officer (Item 9 in the Minute Book) providing an update on developments at this school.
RESOLVED:
(i) That the report be noted.
(ii) That the Governor's Action Plan be sent to the Panel Members when received.
(iii) That a further report be provided to the Panel in February 2004.
89 OAK MEADOW CHURCH OF ENGLAND (CONTROLLED) PRIMARY SCHOOL, FAREHAM (CONFIDENTIAL)
The Panel considered a confidential report of the County Education Officer (Item 10 in the Minute Book) providing an update on developments at this School.
RESOLVED:
That further reports not be made to this Panel unless the current stable position of the School is upset in any way.
90 BRIDGEMARY COMMUNITY SCHOOL, GOSPORT (CONFIDENTIAL)
The Panel considered a confidential report of the County Education Officer (Item 11 in the Minute Book) providing an update on developments at this school.
RESOLVED:
(i) That the current level of support for the School continue.
(ii) That this Panel continues to receive reports until such time as the School is no longer described by the Office for Standards in Education (OFSTED) as having serious weaknesses.
91 THE HOLME CHURCH OF ENGLAND (CONTROLLED)
PRIMARY SCHOOL, HEADLEY (CONFIDENTIAL)
The Panel considered a confidential report of the County Education Officer (Item 12 in the Minute Book) providing an update on developments at this school.
RESOLVED:
(i) That further reports be received by this Panel until such time as the School shows signs of stability and improvement.
(ii) That the Local Education Authority (LEA) continues to deploy staff to support the improvement of this School.
(iii) That Members' extreme concern be noted and that Officers be supported on any strong action necessary to be taken in the interests of the children.

RESOLVED:
(i) That the report be noted.

That a further report on the School be submitted to the Panel in Spring 2004.
