1. Summary

1.1 The attached Development Control Schedule provides an update on minerals and waste and County Council development applications since the last report to Regulatory Committee, and comprises:

(i) Appendix 1 - County Council planning applications determined;

(ii) Appendix 2 - minerals and waste planning applications determined;

(iii) Appendix 3 - minerals and waste planning applications outstanding;

(iv) Appendix 4 - current minerals and waste planning and enforcement appeals;

(v) Appendix 5 - current minerals and waste enforcement action; and

(vi) Appendix 6 - current minerals and waste planning permissions expiring within six months

1.2 The Schedule is produced from a recently installed electronic database which has been commissioned to improve service efficiencies. Unfortunately, the new system is still not yet fully functional and errors may still occur.

1.3 Under the Best Value regime, the County Council as Mineral and Waste Planning Authority has a performance indicator (BVPI) to determine 55% of planning applications1 within 13 weeks. During 2002/03 the County Council determined 61 applications of which 65.6% were dealt with within thirteen weeks. This compares with 49% achieved in 2001/02. A table, with more detailed performance information will be presented at the meeting.

1.4 There are no comparable indicators for applications for the County Council's own developments under the Town and Country Planning General Regulations 1992. However, some performance data is available and will be reported at the next meeting.

1.5 During the autumn all planning authorities are obliged to undertake a development control customer satisfaction survey, the results of which will be published early in 2004.
