      Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

Drainage and level issues are to be addressed and to be funded through NDS Condition money.

Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

        It is anticipated that the additional increase in fuel cost for the school will be in the order of £281 per year or £3.75 per m².

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          Owing to a projected growth in pupil numbers (rising to 350 by September 2007) there is a need to build a one classroom extension to bring the capacity of the school up to 360 places.

          At the same time there is an opportunity to extend the library and provide a new entrance.3. DETAILS OF SITE

          LOCATION

          Lee-on-Solent Junior School is situated at Salisbury Terrace, Lee-on-Solent.

          ADJOINING LAND AND BUILDINGS

          The school occupies a shared site with Lee-on-Solent Infant School. The site and neighbouring common ground combine to form a large area of open space containing several community facilities which are surrounded on all sides by medium density residential developments dating from the early 20th century.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area is 5.5 acres (2.2 hectares). The DfES guideline for a school of this size is 4.51-5.00 acres (1.83-2.02 hectares).

          PLANNING POSITION

          An application for detailed planning permission was submitted to the Environment Department during August 2003.

          SUITABILITY FOR PROJECT

          These proposals have been approved by the Headteachers and Governors of the School as meeting the accommodation requirements of the School.

          RESULTS OF TRIAL BORE HOLES

          Results of site investigations are awaited.

          ACCESS

          Pedestrian and vehicular access are from Hollybank Road. It is anticipated that the compound for the works will be sited on the site of the proposed new car park. The final surface of the proposed new car park will be laid on completion of the works on site.

          COMMENTS ON SITE LAYOUT

          The site is rectilinear in shape, the Junior School being sited to the south of the site, the Infant School to the north. Presently the School's entrance and administrations areas are too small and not ideally positioned. It is proposed that the new main entrance to the building is to be located immediately in front of the gates to the schools' grounds. This location provides the school with an additional level of security with clear views towards the site entrance and northwards to the route between the two schools. The position, combined with the clear visual signposting of the building, will make it clearer to visitors where the entrance is located.

          MAINS SERVICES POSITION

          The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

          LANDSCAPE PROPOSALS

          As part of the work to the car park extension, a low height fence will be erected around the car park to form a barrier between pedestrian and vehicular movements, which is currently a Health and Safety issue in this area. The only additional hard surfacing is to be a continuation around the extension of the existing paved strip surrounding the SCOLA block.

      4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          It is proposed to construct an extension for reception and administrative facilities to the original Edwardian school building, and an extension of teaching and library spaces on the later SCOLA wing. These extensions will be the final phase of the school's planned growth, bringing its capacity up to a 3 Form Entry. The existing car park is to be extended to reflect the additional demand from the school. The entrance and administrative areas are too small for the school's current needs and not ideally positioned. It is proposed that the new main entrance to the building be located immediately in front of the gates to the school grounds, providing an additional level of security with clear views towards the site entrance and northwards to the route between the two schools.

          The works to the SCOLA building consist of one new classroom and the extension of the existing library. This will be linked to the recently constructed classroom extension.

          PLACES PROVIDED

          30 additional places.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The building consist of a traditional main school building, with classroom extensions added in 1975, 2002 and 2003.

          TEMPORARY BUILDINGS

          There are no temporary buildings on site and none are required for this scheme.SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The extensions have been designed and materials chosen to match or complement existing buildings on site. The works to the SCOLA building and extension of the existing library will rationalise this area by bringing the building line out to result in a `complete' squared-off single storey block.

          TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The new entrance and administration area are to be built using a timber frame with floor to ceiling glazing and entrance doors. A white rendered masonry wall with new signage complements the existing white-painted rendered wall adjacent to the entrance doors.

          The new classroom and library extension are to be built in the same style as the recent extensions. The proposed materials are red brick with timber framed windows and doors and natural timber cladding. The roofs to both extension will be a high performance covering at the same level as the adjoining existing roofs.

          FACILITIES FOR THE DISABLED

          A new ramped access will be constructed to the new school entrance.

          HEATING AND VENTILATION SYSTEMS

          Admin extension - the existing heating system will be extended and modified to serve the new extension.

          Classroom/Library extension - the existing heating system will be extended and modified to serve the new extension.

          The roof of the new medical room will contain a ventilation extract system.

          SPRINKLER SYSTEM

          This is not a stand-alone building on a green field site and, in addition, an assessment concludes it to be a very low fire risk category building and therefore a sprinkler system will not be installed.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals have been approved by the Headteacher and Governors of the School as meeting the accommodation requirements of the School.

          CAR PARKING

          The existing car park is to be extended to reflect the additional demand from the school, from the current 12 spaces to a new total of 18 spaces (inc. one disabled space). As part of this work, the entire car park is to be surrounded in a low height fence in order to form a barrier between pedestrian and vehicular activity.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Chief Fire Officer, local County Councillor.

      5. THE BUILDING DEVELOPMENT

          The proposed scheme will provide improved reception, administrative, teaching and library facilities at the school, will rationalise recent additions to the SCOLA building, provide an additional level of security at the site entrance plus additional and improved car parking facilities.

      7. FURNITURE AND EQUIPMENT

          From the block vote in the Education Committee's Capital Programme.

      8. STAFFING

          The staffing requirement of the school will not change as a result of this scheme.
