Partnership Projects

1. Westgate School - Science, Administration and Entrance Improvements (£1M)

    It is proposed to undertake this project through a design development and construct approach with Bensons.

    Bensons have previously successfully completed a new Badminton Centre at the same school and this new scheme would be negotiated with Benson on similar terms . The School have targeted a completion of this project by the next academic year so science accommodation is ready for use at that time and an early appointment is recommended.

2. Rookwood School - Fire Damage Reinstatement and Alterations

    A contractor is required at short notice in order to make safe the buildings and commence reinstatement. It is proposed to allocate Tew Brothers to this project, who have recently successfully undertaken similar work at Thornden School. This project is likely to be extended to include an improvement scheme to bring the buildings back into operation.

3. Farnborough Grange Infant School - Extension

    An extension is proposed which is predominately School funded (overall £92K) and much of the specification is the same as an existing contract at the School. The Contractor, John Hobden Ltd., is able to undertake this work which is programmed for completion in December 2003.

    The proposed negotiation with John Hobden will be based on the rates in the existing contract, achieve the earliest completion, minimize the period of disruption and achieve economies in site costs.

4. Mengham Infant School and Nursery - Extensions and Alterations

    The works are predominately School and Nursery funded (overall £88K). There is currently a recladding contract on site which was competitively tendered. The contractor is Brymor Contractors Ltd and the works are due for completion in January 2004. The proposed works include an extension to provide a Community Room and Entrance alterations, an extension to provide an accessible WC and an entrance extension and office for the Nursery.

    It is proposed to add these works to the existing contract because they effect the external elevations and the Contractor is working well on site with a good relationship with the School. It is hoped that the additional works can be contained within the existing contract period. The proposed negotiation will be based on the competitive tender and will achieve economies in site costs.

5. Cliddesden Primary School - Music/Drama Extension

    The works are School funded (£150K) and a start on site is required as soon as possible. A contract was successfully completed at the School by John Hobden Ltd in October 2001. It is proposed to negotiate the preliminary costs and minor building works with John Hobden based on recent contracts and have the major sub-contract works competitively tendered.

6. Aldershot Park Primary School - Early Years Centre

    The scheme was included in the progress report to EBAG on 29 September 2003 and incorporates extensions to form an Early Years Centre and internal alterations to the School to facilitate temporary arrangements. The internal alterations need to be completed before January 2004 and main works need to be completed before September 2004.

    Funding includes NEDA, NDS Modernisation and NOF/NNI and it is proposed to add Children's Centre funding. The overall funding is anticipated to be £633K and it is proposed to submit a Project Appraisal to Executive Member Policy and Resources on 11 December 2003 (EBAG on 14 November 2003 and Executive Member Education on 4 December 2003).

    The Contractor proposed, Gregory Havant Ltd, has the capacity and experience to assist in the design development and achieve the required programme. It is proposed to negotiate based on recent successfully completed contracts by the same contractor with the major sub-contract packages competitively tendered.

7. Priestlands Secondary School - Performing Arts

    The works comprise the construction of a new block for Performing Arts and associated internal alterations to the School. It is proposed to undertake the project through a design development and construct approach with the successful tenderer for the sports development project, which is being procured on the same basis (tenders received on 6 October 2003). The programmes require the projects to overlap and it would be inappropriate from a health and safety aspect to have two contractors undertaking major works on the site at the same time.

    The proposed negotiation will be based on the competitive tender for the sports project, achieve the earliest completion, minimize the period of disruption and achieve economies in site costs. It is proposed to submit a Project Appraisal to Executive Member Policy and Resources on 11 December 2003 (EBAG on 14 November 2003 and Executive Member Education on 4 December 2003).

8. Temporary Buildings Term Contract

    Expressions of interest have been received from 15 firms. A short-listing process is underway and tender invitation is anticipated before end September 2003. The contract will be awarded on the basis of the most economically advantageous tender using best value criteria. Tenders are due back in November 2003 and allowing for the appraisal, acceptance and lead-in it is proposed to extend the existing arrangements with the Elliott Group to March 2004.

9. SCOLA Recladding

    Following successful trials with the new SAPA system at East Meon Primary School and Kings Furlong School it is proposed to tender the contracts at Porchester Community School (£460K) and Park View Infant and Junior Schools (£660K) with a short list of preferred main contractors but negotiate the recladding elements with Wessex Windows, who have a long track record of successfully delivering these types of works.

    It is proposed to negotiate the contract at Fryern Infant School (£370K) with Brymor as a preferred main contractor and negotiate the recladding elements with Architectural Aluminum Systems Ltd and likewise at Winklebury Infant School (£330K) but using Euro Windows Ltd, subject to them demonstrating they can provide a competitive price.

    Subject to successful negotiations at Winklebury Infant School, it is proposed to tender the contracts at Meadowlands Junior School (450K) and Talavera Junior School (£370K) a short list of preferred main contractors and with both Architectural Aluminium Systems and Euro Windows for the recladding elements (alternatively the recladding elements will be negotiated with Architectural Aluminium Systems).

10. Flat Roofing Framework Agreement

    It is proposed to procure a further package of work at The Clere Secondary School, Frogmore Community College, Kingsworthy Primary School, Merdon Junior School, Portchester Community School and Weyford Junior School (overall budget £450K).

    Subject to continued successful completion of schemes, it is proposed to negotiate an extension of the current Framework Agreement, which is due to expire on 31 March 2004, including a new section for pitched roofs (based on an existing Framework Agreement between Survey & Construction (Roofing) Ltd and Southampton City Council).

11. External Redecoration and Prior Repairs (2004 programme)

    The external redecorations and prior repairs proposals will be identified during the winter months. It is anticipated that the programme will comprise up to eight packages of work worth in the order of £2M. A further report on the packages and funding will be presented to BL&CP in March 2004.

    It is proposed that the work will be procured through negotiation with preferred contractors who have performed well on previous years programmes. The firms will be selected from the following group of specialist contractors: Atkins Painting and Decorating (Contractors), Belgravia Renovations Ltd, Ferris Painting, Mitie Property Services (Southern) Ltd, Pool and Sons (Hartley Wintney) Ltd, Purkiss Ltd, Richardsons Decorating Contractors Ltd, Tew Brothers Ltd, Treviss and Robert G Warwick & Son.
