Future Framework Projects

1. Nursing Care Beds Strategy

    The intention to procure of the above programme of works through the major projects Framework Agreement was reported to the Building, Lands and Contracts Panel of 25 July 2003 and 26 March 2003 respectively. The July report also identified the first call off of schemes with Brazier and HBG.

    The next phase of work now needs to be allocated in order to commence the tendering process and meet the agreed programme dates.

    In discussion with the Framework Contractors it was felt that the number of contractors allocated to the Department of Health project should be increased from two to three in order to deal with the volume of work, whilst seeking to generate an economy of scale.

    HBG are currently involved with the project at Coldeast Hospital. There is a similar project at Andover Hospital in the second phase of work and it would make sense to combine both projects with the same contractor, given that they share similar characteristics.

    The schemes at Fleming House and Marfield both include major refurbishment of the existing homes. For these schemes it is proposed to introduce Balfour Beatty to undertake the works. Balfour Beatty have been involved with the project at Malmsbury Lawn (an early project also through the Framework to refurbish an existing Care Home) and have recently successfully concluded a tender to undertake this project. Balfour Beatty also carry a specialist refurbishment arm which they have used to develop Malmsbury Lawn scheme and it is proposed to use this expertise to help in the development of the refurbishment schemes on the Department of Health programme. It is also proposed that they are involved in the delivery of the specific schemes above including the major new build elements.

2. Gosport Discovery Centre (£2M)

    This project involves a major upgrade of the existing library to form a new Discovery Centre. Work is required to start on site by May 2004. It is proposed to allocate this scheme to Mansell Construction through the Framework Agreement. Mansell have been involved with many similar schemes for the County Council and have established an excellent track record in terms of customer relations and delivery . It would therefore make sense to undertake this project through Mansell and make use of their considerable expertise in undertaking major refurbishment schemes.

3. Perins School (£1.5M)

    This project comprises new sports facilities as part of a Sports Development Strategy at Perins School. Works are planned to be completed in readiness for the start of the next academic year and it would be preferable to engage now with a contractor in terms of design development, programme and planning. The contractor proposed to undertake this project is Mansell Construction who have recently successfully undertaken a number of similar projects with the same Architectural Team.

4. New Early Years Centre Winchester (£2.4M)

    This is a new provision which caters for nursery and early years education for the greater Winchester area. Work is due to commence on site in Spring 2004 with completion by the Summer of 2005. Design work is now fairly well advanced with the scheme now set and detailed design work about to commence. The project includes major earthworks package and it would make sense to involve a contractor in developing a plan of work to manage the risks associated with these operations and to contribute towards the scheme development.

    It is proposed to involve Mowlem with this scheme as an early opportunity for them under the Framework Agreement.

5. John Hunt of Everest Secondary School (£15.5m)

    It is proposed to procure this scheme through a best value selection process involving no more than 3 Framework Contractors.
