Asbestos Management Plan:
Overlay of the New Asbestos Regulations on Existing Asbestos Management Plan
Summary of the Main Requirements of the Duty to Manage Asbestos in Non Domestic Premises |
Existing Management Systems/Arrangements Already in Place to meet the Legal Duty |
Further Management Action to meet Full Compliance | |
1. |
Finding out if there is asbestos in the premises, its amount and what condition it is in. |
The majority (over 90%) of buildings already have a basic Survey and a register on site detailing the whereabouts of the asbestos containing materials. Many have had some part-site Type 2 surveys and a few have a full-site Type 2 survey. The survey identifies size and condition as well the presence of asbestos |
Arrange surveys (type 2) for those remaining properties where we currently have no information. Arrange for all other surveys to be brought up to the standard of Type 2 surveys for all properties to give a more accurate picture of the presence of asbestos, over a five-year period on a risk assessed basis. |
2. |
Presuming materials contain asbestos, unless you have strong evidence that they do not. |
Our surveys are carried out under this principle. |
Continue to assume that any "unknown" material does contain asbestos until improved surveys are completed in all buildings. |
3. |
Making and keeping up to date a record of the location and condition of the ACMs or presumed ACMs in your premises. |
Our asbestos register serves as a permanent record of the asbestos (or potential asbestos) materials in a building. It records the condition of the asbestos when the survey was undertaken and records removal information. |
Implement a review system to monitor the condition of any asbestos (or potential asbestos) materials. To be carried out by local managers and reported through the management chain to PB&R |
4. |
Assessing the risk from the material. |
An algorithum based on the nature of the material, its condition and location is presently used to assess the risk from asbestos containing materials and repair actions are prioritised. |
No additional action required. Ongoing review of algorithm in light of latest information from HSE etc. |
5. |
Preparing a plan that sets out in detail how you are going to manage the risk from this material. |
Asbestos management is an item on PB&R's CRA. There is a detailed management plan for implementing the necessary systems and controls. PSMG papers on the subject supplement this plan, which explain our decisions on how to proceed. This appendix effectively summarises our management plan. |
Identify further resources to review existing asbestos survey information and upgrade to Type 2 surveys. Notify emergency services of the presence of asbestos in the County Council's buildings. Monitor the condition of asbestos left in place at six to twelve month intervals through local managers.. |
6. |
Taking the steps needed to put your plan into action. |
The CRA plan includes the steps needed to achieve an excellent standard of asbestos management. |
No additional action required. |
7. |
Reviewing and monitoring your plan and the arrangements made to put it in place. |
Progress against the CRA plan is monitored regularly to ensure that actions are being taken. |
The condition of asbestos materials left in place to be monitored every six to twelve months. |
8. |
Providing information on the location and condition of the material to anyone who is liable to work on or disturb it. |
The information from surveys / risk assessments is entered into an electronic asbestos register. Paper copies are then provided to all properties to make available to anyone likely to disturb asbestos. Contractors are made aware of our register system and are instructed to consult it before commencing works. Project Officers also draw a contractor's attention to the presence of asbestos when discussing site hazards. Invasive asbestos surveys are undertaken before major works in existing buildings take place. |
Consider system that will make asbestos register data available to the emergency services, particularly the fire brigade. |
