Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

        It is anticipated that the additional increase in fuel cost for the school will be in the order of £1,010 per year or £3.87 per m².

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          The school has two double temporary classrooms with one in very poor condition and the other in fair condition. Funding was identified to replace all the temporary accommodation with permanent facilities. In addition, the school was successful with a SEED challenge bid to improve the office accommodation. The opportunity has also been taken to improve specialist accommodation utilising devolved capital funding.3. DETAILS OF SITE

          LOCATION

          Wicor Primary School is located at Hatherley Crescent, Portchester, Fareham.

          ADJOINING LAND AND BUILDINGS

          The site is bounded by residential development to the north, south and east, and by open land to the west.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area is 5.4 acres (2.2 hectares). The DfES guideline for a school of this size is 4.00-4.55 acres (1.62-1.84 hectares). The Land and Property Review has identified this site for further investigation of potentially surplus land. This scheme will not prejudice any outcome of these investigations.

          PLANNING POSITION

          A detailed planning application was submitted to the Environment Department in August 2003.

          SUITABILITY FOR PROJECT

          This scheme has been agreed by the Headteacher and Governors as being the most suitable to achieve the accommodation requirements of the school and to facilitate the removal of two double temporary classrooms presently on site.

          RESULTS OF TRIAL BORE HOLES

          The site investigation for this scheme is currently being undertaken. However, a site investigation carried out for an adjacent building shows clay subsoils. It is anticipated that the foundations for the proposed extensions will need to be extended in depth due to adjacent trees.

          ACCESS

          Vehicular and pedestrian access is from the estate off Hatherley Crescent to the east.

          A temporary contractor's compound will be formed off the driveway into the school to the southeast of the school buildings on current playing field land, to be reinstated on completion of the works.

          COMMENTS ON SITE LAYOUT

          The site is broadly rectilinear in shape and predominantly level, with the school buildings located to the north of the site and playing fields to the south. A nature reserve, with pond, is located to the west of the site.

          MAINS SERVICES POSITION

          The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

          LANDSCAPE PROPOSALS

          The following landscape works are proposed:

          · enlarged hard play area to reflect requirements for the number of pupils at the school

          · access path to new classrooms and existing southern playground from main driveway

          · shrub planting to new courtyard formed by new link corridors

      4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          This scheme will provide a new four classroom extension to replace existing temporary classrooms that are in poor condition, new music and drama room, new library/resource area and link corridor, plus internal alterations, the provision of a new dedicated Special Educational Needs room, a new entrance lobby and internal alterations to offices.

          The following accommodation will be provided:

          · 4 no classrooms, storage and cloak space

          · music and drama room

          · library

          · SEN room (to be located in the former music room)

          · relocated and enlarged library area

          · new entrance lobby

          · enlarged admin and headteacher's offices

          · enlarged staff room

          PLACES PROVIDED

          420 places.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The main school, of single and two-storey masonry construction, was erected in 1961, with an extension to provide two key stage one classrooms added in 1999. These buildings are considered to be in good condition for their age and type.

          TEMPORARY BUILDINGS

          There are two temporary classrooms currently on site which are in poor condition. This scheme will facilitate their removal from site.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The existing main school building is arranged so that classrooms face the playing field to the south, with offices, hall and other spaces to the north facing the playground. Materials and form for the new extension will complement those of the 1999 extension, and be sympathetic to the main school building. The building form will allow good natural lighting and ventilation.

          TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The scheme constructs the new classrooms as two single-storey blocks of two, to the south of the existing building, replicating the form of the recent extension. The extension continues the stepped pattern of classrooms within the main school. The proposed materials are also matched, comprising buff bricks, grey aluminium-framed windows and interlocking roof tiles.

          Classrooms have pitched roofs with north-facing rooflights to provide natural light. Corridors, the glazed link and the library have high performance roof coverings. The library and glazed link are constructed from a series of brick piers which support a deep overhanging roof; these combine to reduce solar gain and provide useful alcoves in the library for study and shelving areas.

          The music and drama room is provided by infilling a courtyard created by the previous extension; rooflights provide natural light throughout the space.

          The entrance lobby comprises a pitched roof on columns, with an open ceiling internally, and glazing to the sides. The roof overhangs the front doors to provide weather protection.

          Internally, offices and staffroom are extended into the corridor to the line of existing columns; the library and teaching kitchen area are relocated to the extension, with display spaces in the existing corridor area.

          FACILITIES FOR THE DISABLED

          There is one existing stepped area on the ground floor adjoining the proposed new glazed link corridor and this will be ramped as part of the scheme. There is an existing accessible wc adjacent to the entrance lobby.

          HEATING AND VENTILATION SYSTEMS

          The existing heating system will be extended to serve the proposed new extensions with natural ventilation (via opening windows) throughout.  The existing wc's adjacent the proposed new Music Room will be served by extract fans.

          SPRINKLER SYSTEM

          This is not a stand-alone building on a green field site and, in addition, an assessment concludes it to be a very low fire risk category building and therefore a sprinkler system will not be installed.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          The proposals outlined in this design project appraisal have been approved by the Headteacher and Governors of the school and are considered to be the most appropriate in providing the permanent teaching spaces required by the school.

          CAR PARKING

          No additional car parking spaces will be provided as part of this scheme.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Director of Environment, Chief Fire Officer, local County Councillor.

      5. THE BUILDING DEVELOPMENT

          This project will provide the classroom extension and internal alterations necessary to facilitate the removal of existing temporary classrooms that are in poor condition, a new dedicated Special Educational Needs room, library, music and drama area, entrance lobby and internal office alterations.

          Existing arrangements will apply.

      7. FURNITURE AND EQUIPMENT

          From the block vote in the Education Committee's Capital Programme.

      8. STAFFING

          The scheme will have no effect on the staffing requirements of the school.
