Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

It is anticipated that the additional increase in fuel cost for the school will be in the order of £6,696 per year or £4.65 per m².

The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The proposed learner pool will enhance the community facilities provided by Eastleigh Borough Council on the school site. It will also allow Wildern College to provide appropriate learner pool facilities for the primary schools in the area and allow these schools to teach younger pupils to swim.3. DETAILS OF SITE
LOCATION
Wildern Secondary School is located at Wildern Lane, Hedge End, Southampton.
ADJOINING LAND AND BUILDINGS
The school site is bounded by the residential development of Taplin Drive, Allison House and Simmons Close to the north, Grange Road and Dundry Way to the east beyond the school playing fields and a substantial belt of landscape planting adjacent to the residential dwellings of Allen Road to the south.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 20 acres (8.09 hectares). The DfES guideline for a school of this size is 28.37 acres (11.48 hectares).
PLANNING POSITION
A detailed planning application was submitted on 18 July 2003.
SUITABILITY FOR PROJECT
The proposals outlined offer an effective and efficient solution to the requirement to extend and enhance the current sports facilities, addressing future curriculum needs whilst providing a substantial new building that will complement and enhance the existing sports complex, providing a new community facility.
These proposals have been approved by the Headteachers and Governors of the School as meeting the requirements of the Schools.
RESULTS OF TRIAL BORE HOLES
The soil conditions are based on site investigation reports of May 1999 and June 2003, which includes a trial pit log located in the same area as the proposed learner pool development.
ACCESS
Vehicular and pedestrian site access is from Wildern Lane to the west of the site.
Contractor's access to the site will be from Wildern Lane, utilising the existing service road to the north of the site. This will provide a dedicated contractor's access, separate from the main public route, to a contained and hoarded compound. The access to the works is the same access to the sports development project, to be undertaken by the same contractor.
COMMENTS ON SITE LAYOUT
The site is irregular in shape, with buildings located to the southwest of the site, and playing fields to the north and east. The proposed learner pool will adjoin the east side of the swimming pool which is to be constructed as part of the sports development scheme. The proposals have been developed as the second phase of the new sports development facilities which are due to commence on site shortly and will share the new community entrance to the sports complex.
MAINS SERVICES POSITION
The existing mains services are considered to be of a sufficient capacity to be extended and adapted as required to serve the proposed new learner pool.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
Eastleigh Borough Council currently contributes £47,000 pa as a contribution towards community arts and sport at the school. It is anticipated that this contribution will increase as and when the pool is built.
LANDSCAPE PROPOSALS
It is proposed that landscaping for this second phase scheme will be carried out in conjunction with the main sports development, to consist of hard paved external areas, a grassed area and new trees.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
This project will provide a new learner pool at the school, to be located adjoining the existing swimming pool. Dedicated family changing facilities and associated pool plant will be provided. It is intended to fully integrate the pool within the complex with new connections created to the existing pool and a shared community entrance, foyer and reception area of the new sports building.
The accommodation will comprise:

PLACES PROVIDED
Nil.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The school campus comprises a number of buildings of differing ages and heights, ranging from single to two-storey, linked by courtyards and footpaths. These buildings have been extended in a number of areas, one of the most recent being the substantial new arts/media block which frames the main school entrance route to the reception area. The Basic Need provision building to the east of the school site was completed for the start of this academic year. A number of different external building materials are used, varying from brickwork to system cladding and render. Roofs are generally flat or pitched with a metal profiled surface, an exception to this is the swimming pool adjacent to the coach entrance of Wildern Lane, which has a GRP roof.
The existing swimming pool is used by both the school and community, accessible from the main Wildern Lane entrance.
The buildings are considered to be in fair condition for their age and type.
TEMPORARY BUILDINGS
There are no temporary buildings associated with this scheme.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
It is proposed to concentrate the new pool in a single block, adjacent to and adjoining the new sports development and the existing swimming pool. The location of the development is in line with the original Development Plan and is ideally situated for direct physical linkages with the existing facilities. This location will help to concentrate all sports facilities on the campus, enabling ease of access for pupils and the public and eliminating the need for vehicular and pedestrian activity across the site or through other school accommodation. The new building will naturally complete the fourth side of containment for this part of the campus and help to strengthen the route through to the school's main reception.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The proposed building is single storey to complement the massing of the existing school campus and to relate to the adjacent swimming pool and new sports development building. The form is roofed to allow for the several different adjacent building forms to meet appropriately. The pool enclosure has a glazed opening to the south, facing the main school entrance, and provides an opportunity for new signage and an identity for the complex upon entering the school. A glazed screen replaces the gable wall to the main swimming pool, maximising visual connections between the two facilities.
The new community foyer is extended to provide an enhanced, larger area with a second glazed screen looking directly into the new learner pool from the foyer/reception area.
The building envelope consists of a continuous brick elevation, curved on two sides, leading from the new main community entrance to the sports building, embracing the pool hall and then linking with the existing swimming pool following the site boundary. The roof light follows the outline of the pool and provides additional natural daylight into the pool area.
The building sits on a solid masonry plinth, meeting and connecting with the existing floor levels of the main pool and sports building.
The building will be constructed of facing materials that will be complementary to the existing campus and the new buildings on site:
External walls - buff facing brickwork at base level with a stone capping detail to match the existing science, general curriculum teaching area and new sports building.
Windows - aluminium colour coated.
Roof area - natural finish to the skylight over the pool area, high performance felt to all other areas.
FACILITIES FOR THE DISABLED
A dedicated changing and showering area will be provided for ambulant disabled use. The main sports hall will be accessed via a ramped entrance for use by pupils and the community.
HEATING AND VENTILATION SYSTEMS
It is proposed to provide a supply ventilation unit to ventilate and heat the pool enclosure. The changing areas will be supplied with heated outside air by a separate air handling plant, while the toilets will be provided with extract ventilation.
The pool is intended to be a deck level type pool with a water turnover period of one hour. The water will be filtered by two filters. It is intended that the water temperature will be maintained between 29_ and 30_C and the air in the enclosure at 31_C.
SPRINKLER SYSTEM
This is not a stand-alone building on a green field site and, in addition, an assessment concludes it to be a very low fire risk category building and therefore a sprinkler system will not be installed.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
Two options were included in the Planning Application design statement and the proposals within this design project appraisal outline the selected scheme which is considered to be the most appropriate development of the swimming pool area.
CAR PARKING
The school has developed a Travel Plan, and it is proposed to provide 30 additional parking spaces on site as part of the sports development scheme. However, no additional spaces will be provided as part of this second phase of development.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the School, County Education Officer, Director of Environment, Chief Fire Officer, local County Councillor.
5. THE BUILDING DEVELOPMENT
This scheme will provide a new learner pool for use by the school and community, with dedicated family changing facilities and associated pool plant as the second phase of the proposed enhancements and refurbishment of the existing sports facilities at the school.
