1. Summary
1.1 This report provides a progress update on transport schemes within the Capital Programme that have been approved by project appraisal for implementation in the East Hampshire District area.
2. Transport Capital Schemes - Progress
Petersfield Town Centre Improvement Schemes £850,000
2.1 The scheme incorporates highway and environmental improvements to St Peters Road, The Square, High Street, and a 20 mph zone for the historic core of Petersfield.
2.2 The works are aimed at improving conditions for pedestrians in the town centre, with footway widening and build-outs in the High Street, The Square and St Peters Road. Courtesy crossings have been provided in the High Street and The Square to help with pedestrian road crossing movements. The environmental improvements include landscaped planting and seating areas, with enhanced paving and lighting.
2.3 The 20 mph zone extends over the High Street, The Square, St Peters Road, Hylton Road, Sheep Street, The Spain and part of Chapel Street. This zone will also help improve conditions for pedestrians and cyclists throughout its extent. Modifications to the parking controls have also been undertaken as part of the scheme with the implementation of a restricted parking zone in the town centre. The scheme was substantially completed in July 2003, with the 20 mph speed limit and restricted parking zone becoming operational in September 2003.
Town Centre Car Park to Moggs Mead Cycle Route £120,000
2.4 Forming part of the Railway Station to Penns Place cycle route, this scheme will provide an off-road cycle facility between the town centre car park and Moggs Mead. The route is planned to emerge from the town centre car park access road onto College Street and into Tor Way via the Toucan crossing that was provided in 2001. The route will continue off-road along Tor Way over a new bridge at Tilmore Brook and into Moggs Mead, and give improved access for cyclists to and from the town centre.
The scheme has been delayed since project appraisal approval was given, in order to allow the town centre works and associated traffic diversions to be completed before adding further traffic restrictions on Tor Way. Preliminary works are expected to start in November with the main works scheduled to start in January 2004, and completion expected in March 2004.
Hylton Road Traffic Calming Scheme £75,000
2.5 Forming part of the 20 mph zone for the historic core of Petersfield the traffic calming scheme aims to reduce traffic speeds in Hylton road in order that they are consistent with the 20 mph zone. The scheme is also expected to improve conditions for pedestrians accessing Petersfield Infant School, Churcher's Junior School, Tesco foodstore and car park, and the town centre. The scheme consists of vertical traffic calming features incorporating two flat top speed tables and a series of speed cushions. The scheme utilises a £20,000 developer contribution (from the Tesco store) and was completed in the summer holiday period 2003.

3.1 Other sections of the proposed cycle network in Petersfield, that were identified as allocations to `Petersfield' in the 2000/01 and 2001/02 Capital Programmes, are still being developed. These sections of cycle route will however be presented for consideration by the CHARTS Panel for inclusion in future capital programmes.
