1. Summary

1.1 This report provides a progress update on transport schemes within the Capital Programme that have been approved by project appraisal for implementation in the Winchester District area.

2. Transport Capital Schemes - Progress

Chesil Street/Bar End Road Traffic Management £260,000

2.1 Pedestrian and traffic management improvements to the route, and incorporating general footway improvements; improvements to the Wharf Hill/East Hill junction; upgrade of a zebra crossing near Wharf Hill junction to puffin crossing, new puffin crossing provided near the junction with Milland Road and a new mini roundabout at the junction with Barfield Close. Scheme completed August 2003.

City Road and Station Interchange £930,000

2.2 Scheme to improve conditions for pedestrians including footway widening and pedestrian phase in remodelled traffic signals at this junction. Two-way bus access and egress from the railway station through the junction, together with environmental enhancements. Scheme completed January 2003.

Stockbridge Road/Stoney Lane/Dean Lane Junction Improvement

2.3 Improvements incorporating the provision of a mini roundabout at the Stoney Lane junction, a puffin crossing on Stockbridge Road, together with local cycle facilities, street lighting, bus stop and environmental improvements. Scheme completed December 2002.

Winchester Car Park Improvements £50,000 (Contribution)

2.4 A contribution to a series of improvements being undertaken by Winchester City Council to provide pay on foot facilities in place of pay and display ticketing at selected city centre car parks. Also includes improved information points. Scheme completed Spring 2003.

Bar End Park and Ride Extension Winchester £2,150,000

2.5 A scheme to extend the St Catherine's park and ride car park from 340 spaces to 760 spaces over land that was formerly part of the A33 Winchester by pass. The scheme includes a new access to the car park from Garnier Road, kerbing, paving, drainage works and landscaping. A small amenity building to accommodate toilet facilities and offices is also included. Local traffic signing will also be provided to direct traffic to a new entrance from Garnier Road. The Bar End Road entrance to St Catherine's car park will remain in use upon completion of the scheme, however it will be closed temporarily to enable minor modifications of the St Catherine's car park to be undertaken. The scheme is expected to be completed by the end of December 2003.

B3354/B2177 Corridor - Twyford £128,000

2.6 Pedestrian and traffic speed management improvements in the village of Twyford, as part of the B3354/B2177 Corridor within CHARTS. The scheme includes improved 30 mph gateway features on the B3354 entry points to the village, three pedestrian courtesy crossing points, road markings to provide a visual narrowing of the carriageway, localised footway widening and a new bus shelter. The scheme is expected to be substantially completed by the end of October 2003.

CHARTS Village Initiatives 2003/04

2.7 West Meon - a small traffic management and environmental scheme to improve conditions for pedestrians crossing the A32 in the village, in the vicinity of the Church Lane and High Street junction. Minor kerb line re-alignment and build out to improve visibility for pedestrians. Works completed in August 2003.

2.8 Hambledon - Traffic Management works aimed at speed management in the village, consisting of improved village entry gateways, modifications to the B2150 junction with West Street, and traffic calming measures on the B2150. Scheme substantially completed September 2003, but further signing work to be undertaken.
