Introduction |

1.1 |
The Asset Management Working Group met for the third time on 27 October 2003 and considered the following items. |

Garages adjacent to Gosport Fire Station |
|
|
2.1 |
The Group noted that, following the decision to declare the garages surplus to operational requirements, they had been advertised for disposal on the open market with offers due to be received by 31 October 2003. |

3 |
Headquarters and Training Centre Development |
|
|
3.1 |
The Group considered some revised outline/footprint plans produced by the project architect showing how any new/extended building(s) could be positioned on the site in a way that would satisfy the Authority's long-term development strategy for the site. The Group asked that an updated feasibility report be presented to the January 2004 meeting of the Committee and/or the full meeting of the Authority in February 2004. The report is to show the provisional costs for a phased development, but it will also identify the potential reductions in costs that would arise if the scheme was tackled as a single (rather than phased) project. |

3.2 |
Given that a development plan has been established for the future use of any potentially surplus parcel of land on the site (i.e. in the context of Eastleigh Borough Council's Local Plan), it was agreed that the local planning authority would be kept informed of the Authority's intentions. |

4 |
Second fire station at Basingstoke |
|
|
4.1 |
In noting that this scheme is currently the Authority's highest priority capital project, the Group was made aware that the original justification for it was based on the `old' standards of fire cover. Under the Integrated Risk Management Plan (IRMP) - and in the light of the particular approach we are proposing to take in Hampshire - it was accepted that the Authority ought to re-examine the business case for the scheme. |

4.2 |
In supporting a further review, it was noted that the outcome might well confirm that additional resources are required in the area. However, given the changed context, the Group questioned whether the long-term need would be best satisfied by the provision of a conventional fire station building at the currently earmarked location. Accordingly, the Group recommends to the Committee (and to the Authority) that the business case for the proposed scheme to build a second fire station in the Basingstoke area be re-examined in the context of the Authority's Integrated Risk Management Plan. |

5 |
Management of the Authority's Housing Stock |
|
|
5.1 |
The Group was appraised of some preliminary discussions that had taken place to explore the scope for a more efficient method of managing the housing stock used to support the day-crewing arrangements (including a letter recently received from a housing association expressing interest in taking on the assets and/or management responsibilities). |

5.2 |
It was accepted that this needed to be considered in the wider context of the Authority's IRMP. It was therefore agreed that the officers should, in due course, produce a report for the Group setting out the issues involved and some options for further consideration. |
|
|
6 |
European Convention on Human Rights and the Human Rights Act 1998 |
|
|
6.1 |
The proposals within this report are compatible with the provisions of the European Convention on Human Rights and the Human Rights Act 1998 and considered in the light of the Race Relations (amendment) Act 2000. |

That the report of the Asset Management Working Group be noted; and that it be a recommendation to the Authority, |
