1. Summary

1.1 The following decision is sought:

    That the attached Project Appraisal for the implementation of traffic calming measures for Ayling Lane and Church Lane West, Aldershot, at an estimated cost of £55,000, be approved.

2. Reason

2.1 Rushmoor Borough Council is seeking funding for the scheme, which has received support through resident petitions.

3.1 Various alternatives have been considered which were found to be inappropriate and/or were not supported by residents.

Scheme

It is proposed to carry out traffic calming measures on Ayling Lane/Church Lane West, Aldershot, in order to reduce vehicle speeds and improve pedestrians' safety.

7.1

Introduction

Residents of Ayling Lane and Church Lane West have campaigned for traffic calming for a number of years. Development funding for the proposed scheme has been secured by way of a contribution to highway works in the Ayling Lane area. The scheme is supported by the majority of residents.

7.2

Details

The scheme involves:

(i) the installation of eight road humps along the length of Ayling Lane;

(ii) a junction narrowing at its junction with the B3007 Weybourne Road; and

(iii) improvements to the existing street lighting, installation of a chicane and construction of two. traffic islands in Church Lane West.

A location plan and an A4 reduction of the detailed scheme plan, showing the position of the proposed road humps on Ayling Lane, to be displayed at the meeting, are attached.

It is proposed that full implementation will follow a trial period involving just two road humps. This will provide an opportunity to seek local resident approval for the scheme.

7.3

Standards

The proposals have been designed to meet current national and County Council standards for this type of scheme, and will conform to all recommendations from the Safety Audit which is currently under way.

7.4

Statutory Procedures and Consultation

No statutory procedures are required to implement the scheme although Rushmoor Borough Council may in the future investigate further waiting restrictions at the lower end of Ayling Lane.

Residents and Ward Members have been consulted on the proposals through three exhibitions. The first in 1997 as part of the West Aldershot Area study and the most recent being 2002. The residents have also produced two petitions. One petition applies to earlier proposals for an associated scheme in Rowhill Avenue where most of the objectors were residents of that road. The second petition supports the proposals and is signed mainly by Ayling Lane residents (42, 72% of the total number of residents in the Lane).

The proposals were approved by Rushmoor Borough Council's Cabinet on 29 July 2003.

7.5

Policy Considerations

The proposals are consistent with the transport policies of the Rushmoor Borough Local Plan, the North East Hampshire Transport Strategy and the County Council's Local Transport Plan. They also meet the objectives of encouraging alternative forms of transport to the private car and Safer Routes to School. The purpose of the proposals is to avoid traffic `rat-running' and reduce speeds.

7.6

Environmental Impacts

The scheme will contribute to a safer and improved environment for pedestrians and other road users. There are no adverse environmental impacts.

7.7

Land Requirement

No land acquisition required. All works to be confined within existing public highway limits.

7.8

Alternative Arrangements

Alternatives for the traffic calming route were proposed that looked at different routes and layouts. The scheme originally covered Rowhill Avenue, however due to local resident opinion (petition against the scheme) it was decided not to proceed with this section of the scheme.

7.9

Local Member's View

The local Member, Councillor Roberts, supports these proposals.

Crime and Disorder Act 1998

The provisions of this Act have no impact on this proposal.

Sustainability

The scheme will improve the environment for walking and may help reduce dependence on the motor car.
