1. Summary

1.1 This report considers the traffic management programme for 2003/04 to be undertaken by Fareham Borough Council.

2. Introduction

2.1 The Traffic Regulation Order (TRO) and Traffic Investigation Programmes are approved by Fareham Borough Council Executive after consultation with County Council officers. The programmes for 2003/04 were approved in January.

3. Traffic Regulation Orders

3.1 It is expected that funding will remain at £11,000 for routine TROs in 2003/04. Based on current resource levels, approximately 12 Orders can be implemented each year, one normally being the next phase of the agreed programme for introducing `No Parking on Grass Verges'. These sites are set out in Appendix 1. It is anticipated that a number of the sites can be grouped together to form a `Various Roads' Order.

4. Traffic Investigations

4.1 Funding is released by the County Council for specific schemes through the Hampshire Local Transport Plan (LTP) and from developer contributions.

4.2 District Councils have been asked to continue providing assistance to deliver schemes from the LTP programme. These schemes have therefore been included in Fareham's programme at the expense of the normal programme of traffic investigations where funding is less certain.

4.3 Schemes included on the 2002/03 list are still ongoing. In view of the position regarding LTP funding and the continuous nature of existing schemes, the 2003/04 traffic investigation programme includes current

    schemes from 2002/03, as set out in Appendix 2. When these schemes have been completed, investigations and schemes will be drawn from the supplementary schedule of schemes and traffic investigations pool list shown in Appendix 3.

Traffic calming measures implemented. Priority working beneath Station Road railway bridge introduced as a trial July 2003.

Newgate Lane/Tukes Avenue Cycleway

LTP Capital Programme 2002/03.

Project management, design and construction of cycleway scheme.

Design completed.

Agreement reached with Asda and MoD on land dedication. The County Council's legal department has drawn up a contract.

Gosport Borough Council has confirmed that the stretch of land in its ownership can be dedicated for highway purposes. Planning approval received. Awaiting confirmation of legal aspects.
