1. DECLARATIONS OF INTEREST
All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.

To consider a report of the Director of Environment outlining progress on the Highways Maintenance and Minor Capital Works Programmes for 2003/04 and an update on Highways Maintenance budget for 2003/04.

To consider a report of the Director of Environment outlining progress on Street Lighting Maintenance, Column Replacement, Community Safety Initiative and purchase of energy from April 2004 onwards.
7. FAREHAM TRAFFIC MANAGEMENT PROGRAMME 2003/04

To consider a report of the Director of Planning and Transportation, Fareham Borough Council on the main programmes of traffic management work in the Fareham Borough area for 2003/04.

To consider a report of the Director of Environment outlining progress on other programmes and initiatives within the Environment Department.
9. UPDATE ON THE PROGRESS OF APPROVED TRANSPORT CAPITAL PROGRAMME SCHEMES (Report herewith)
To consider a report of the Director of Environment on progress made on transport schemes within the Capital Programme that have been approved by project appraisal for implementation within the Fareham Borough area.
10. DEVELOPMENT CONTROL SERVICE REVIEW AND UPDATE ON DISTRICT AGENCY ARRANGEMENTS (Report herewith)
To consider a report of the Director of Environment on the review of the Highways Development Control Service and update on other District Agency arrangements.
11. THE CONSTRUCTION OF VEHICULAR CROSSING FOR PRIVATE ACCESSES (Report herewith)
To consider a report of the Director of Environment detailing changes to the procedure for dealing with the construction of vehicular accesses by Hampshire Highways or an approved private contractor.
12. CONTROL OF RAGWORT (Report herewith)
To consider a report of the Director of Environment outlining the problems associated with common ragwort and the measures taken to control the weed within the confines of the public highway within Hampshire.
13. DATES, TIMES AND VENUES FOR NEXT MEETINGS OF THE PANEL IN 2004
Arrangements have been made to hold next year's meetings of the Panel on the following dates: Thursday, 11 March 2004 and Thursday 23 September 2004. Both meetings to be held at Fareham Borough Council, Civic Offices, Fareham to commence at 10.00 a.m.
County Councillors attending as appointed members of this panel or by virtue of Standing Order 17.5; or with the concurrence of the chairman in connection with their duties as members of the Council as a local County Councillor qualify for travelling expenses.
